As an important natural resource,land is the carrier and cornerstone of development and the foundation of society and people’s livelihood.With the continuous development of the economy and society,the population and the scale of cities continue to expand,and the contradiction between man and land has become increasingly fierce.First of all,land consolidation is the main means of supplementing arable land,directly related to whether the local government can achieve the balance of arable land;it is also an important way to promote land conservation and intensive use and increase the scale of urban construction space;or to optimize the land use structure and improve the rural living environment,An important starting point for coordinating urban and rural development and promoting rural revitalization.However,the current government-led implementation model of land remediation has many problems.The introduction of private capital to participate in investment and implementation of land remediation projects can effectively alleviate these problems.At present,there are few researches on private capital’s participation in land remediation.In addition,there are many aspects involved in the implementation of the project.The complex situation leads to greater hidden risks.The comprehensive land remediation project is the first time that Company A has participated in the land remediation project in City P as an investor and implementer.Therefore,in order for the project to reduce risks and implement smoothly,it is necessary to strengthen the risk management research of the project,and at the same time explore a risk identification and evaluation system suitable for private capital to participate in the remediation project,and further strengthen the research on the combination of risk management theory and practice.This paper selects the JD comprehensive land remediation project carried out by Company A as a research case.Combined with the basic situation of the project,the Delphi method is used to identify the risks of the project,and it is concluded that the project has environmental risks,technical risks,management risks,Main risk types such as capital risk and market risk.At the same time,using analytic hierarchy process and fuzzy theory,through fuzzy analytic hierarchy process to evaluate the project risk,analyze the project risk situation.Finally,the risk response measures are given based on the risk evaluation results. |
