With the proposal of China’s dual carbon goals,the high energy consumption,high pollution and other issues caused by traditional construction projects in the construction industry cannot be ignored.Compared to traditional buildings,passive buildings have the characteristics of reducing energy consumption and pollution.While energy-saving and emission reduction,they can also balance indoor living experience and save operating costs,which can help achieve the dual carbon goal.Under the active guidance of national and local policies,the construction and development of passive buildings in China are gradually advancing.Developers are the main participants in promoting the development of passive buildings.However,due to the widespread existence of risk issues related to passive technology,social awareness,incremental costs,etc.,developers lack risk awareness and prevention experience,resulting in low development enthusiasm and seriously affecting the development of passive buildings in China.Therefore,it is particularly important to study the risks of passive construction projects from the perspective of developers.This thesis takes passive building projects as the research object,and after systematically reviewing the research on passive building and its risk management,it elaborates on the concept of passive building and its project risk characteristics.Subsequently,the WBS-RBS coupling matrix was introduced to decompose the entire lifecycle of passive construction projects using WBS.Risk factors were initially identified and hierarchical using RBS,and further summarized and extracted through matrix coupling.Six first level risk indicators and 28 second level risk indicators were obtained,constructing a risk indicator system.Secondly,the risk indicators of passive construction projects are weighted using Analytic Hierarchy Process(AHP),and a multi-level fuzzy comprehensive evaluation model is used to conduct risk assessment of the project.Finally,an actual passive construction project case was selected for model application,and the project risk level was found to be average risk,which is in line with the actual situation of the project.The applicability of the model was verified,and risk response strategies were proposed based on the evaluation results.The research results of this thesis have theoretical and practical significance for the research of passive construction project risk management,can enrich the research of passive construction in the field of risk management,and provide reference for follow-up research;It has reference value for developers to deal with and control the risks of passive building projects,and can improve the risk awareness ability and development enthusiasm of developers,thus promoting the development of passive buildings.
