One of the heated current trends of overseas engineering projects is the public-private partnership project.Now the global economy is at a standstill,the public-private partnership model can promote the diversity of the main structure,and expand financing channels.In addition,it also accelerates the reform of the investment and financing system.However,the public-private partnership projects are generally in line with the large amount of funds,the various parties involved have different needs;the duration of the project is very long,and so on.The accumulation of various difficult problems will lead to a lot of risks in the actual construction process of the public-private partnership projects.However,for the public-private partnership projects,identifying risks,evaluating risks and preventing risks are more complicated than other conventional projects.Nowadays,the corresponding research on the public-private partnership project risk assessment needs to be improved not only in theory method but also in practice.This paper mainly studies the problems related to the identification of risks,the evaluation of risks and the prevention of risks in the public-private partnership project.In this paper,a risk life cycle evaluation system of the public-private partnership project is constructed with "pre-development,construction and development,franchise operation and non-franchise operation" as the main body,in order to make the risk evaluation study of the public-private partnership project play a more practical role.First of all,the paper puts forward the background and significance of the topic and research status at home and abroad.Then it establishes the main research content and research methods of this paper.At the same time,it discusses the relevant theoretical research,which involves the related introduction of project financing and some research methods of project risk management.Secondly,the paper introduces the current situation of the Pu?awy Power Plant Project,which includes the outline of the project,the interpretation of the construction plan,and the feasibility evaluation of the Pu?awy Power Plant Project financing is adopted.Based on the general characteristics of the public-private partnership projects of overseas thermal power stations,with the help of the risk identification method introduced in the previous paragraphs,the paper uses the expert meeting method to identify the basic risks in different periods of time,and makes a summary table of the identifying risks of the public-private partnership projects.Then the experts choose some risks based on the Pu?awy Power Plant Project.Moreover,the paper compares the different methods of risk evaluation,according to the general characteristics of the public-private partnership projects of overseas thermal power plants;the fuzzy comprehensive analytic hierarchy process is used to calculate the risk evaluation value of the public-private partnership projects.The risk value is obtained according to the identification of the previous chapter and the method and model of risk evaluation through the empirical analysis of the specific risk evaluation of the project by China National Electric Engineering Co.,Ltd.Finally,the risk prevention and monitoring measures of the Pu?awy Power Plant Project are listed in the paper.
