Because of the policy of "extending credit to construct highway, collecting toll for loan" has been executed by the department of highway since 1980s, length of highway has increased to more than forty thousand. A lot of toll facilities come forth following rapidly developing highway. At present, more than 96% of highways possess toll facilities. Toll facilities are absolutely necessarily part of highway at the present condition, also are necessary instruments that can ensure highway developing sequentially. The toll facilities influence greatly on traffic flow, construction and management expense of highway.At present, the research about post-evaluation of influence after toll facilities put on expressway is comparatively little, the quantitative research is also comparatively little. The author discusses the influence that toll facilities put on expressway's traffic flow and expense of construction and management on the base of concrete example by the means of project post-evaluation of expressway and other correlation economic theories. The author also makes an estimate about total toll amount collected by use of the toll facilities that are different mode, and all kinds of expense of toll facilities in the tine limit of expressway collecting toll. At last the author makes an evaluation whether the toll collection mode and the toll facilities are economic and rational by means of comparing the above data in use of quantitative analysis. By means of concrete example analysis above, the author hopes this paper can provide benefit for the expressway choosing economic toll facilities, based on its own characteristic. |
