Under what conditions toll road can obtain the best income has been concerned by highway administrative department. The implementation of truck toll-by-weight as a change for original charges,will bring influence on surrounding area. It is necessary to consider variety of factors which charging standard is the most key problems. Taking this as the background, research on the truck toll-by-weight standard optimal model and methods is made in this thesis.Three problems are researched in this thesis: influecing factors of truck toll-by-weight standard,no-overload of toll-by-weight model and overload compensation rate model.On the influecing factors of toll-by-weight standard, the economic factor that road user and operator can realize directly is analyzed,including the volume of traffic,vehicle structure,the level of regional economic development,inflationg,overload structure ,construction and operation cost. For the no-overload of toll-by-weight model problems, based on the theory of bi-level programming, giving full consideration of the interests of the traveler and the operational efficiency of road network,constructing optimal model is established. In overload compensation rate model,considering external costs and external income , overload compensation rate model is put up which based on the maximization of social welfare. To verify the model using examples and the result indicates that the model has better practicality,and provides foundation for toll-by-weight standard.At present, toll-by-weight standard model is lack of research theory and motheds. Therefore this thesis can offer dcientific decision for highway management department.
