With the deepening of economic globalization and the integration of countries in the world in economic development,the development of state-owned enterprises is also undergoing profound changes in the face of the complex market competition environment.To achieve high-quality development of enterprises,state-owned enterprises must continuously strengthen their core competitiveness.Performance appraisal is an important way to improve the core competitiveness of enterprises.If enterprises want to expand rapidly,they must focus on performance management.Only by constructing a scientific and reasonable performance appraisal system can they attract and retain talents.As a state-owned enterprise,HT Group has many shortcomings in its current traditional performance appraisal methods,with poor performance appraisal results.How to improve the performance appraisal level of HT Group and how to apply modern enterprise performance appraisal tools to HT Group are issues that HT Group urgently needs to consider at present.This article takes HT Group as an example to study the performance appraisal of its grassroots employees.Firstly,it analyzes the research status and methods at home and abroad,and combs out the basic theories related to performance appraisal.Secondly,it systematically introduced the organizational structure,human resources status,and performance appraisal system of HT Group,and conducted a survey on the performance appraisal of grassroots employees of HT Group through interviews and questionnaires to explore the problems existing in the current performance appraisal of grassroots employees of HT Group,including unreasonable performance appraisal indicators and cycle settings,incomplete performance appraisal processes,communication and feedback mechanisms,and a lack of incentive in the performance appraisal system Inadequate application of performance appraisal results,etc.,while analyzing the causes of the problems found.Then,based on the analysis of the reasons,the evaluation scheme for grassroots employees is optimized and designed,and targeted optimization schemes are proposed for the indicators,weights,cycles,processes,feedback and appeal of results,and application of results of performance evaluation for grassroots employees.Finally,the guarantee measures for the optimization plan are given,including organizational guarantee,institutional guarantee,appeal guarantee,training guarantee,and other measures.The research conclusions of this article provide a reference for the performance appraisal of grassroots employees in HT Group,which can help improve the performance management level and employees’ work enthusiasm of HT Group,thereby improving the sustainable development ability of the enterprise,and also provide a reference for the performance appraisal of grassroots employees in other state-owned enterprises of the same type.
