| In 2022,The State Council issued the Opinions on Promoting Urbanization Construction with County towns as an important Carrier,which clearly emphasized the important role of county farmers’ markets as important facilities in urbanization construction.Farmers’ market is one of the most frequently used public service facilities in the daily life of county residents,which not only has the function of exchanging agricultural products,but also plays a role in stabilizing the supply of agricultural products,guaranteeing the basic life of residents and even solving the social employment problem.Accordingly,the layout of farmers’ markets should not only pay attention to the operation efficiency,but also ensure the fairness of use.In the study of the layout of existing farmers’ markets,the comprehensive value judgment of fairness and efficiency has not been fully paid attention to.Therefore,this paper introduces the perspective of fairness and efficiency into the study of the layout of the county farmers’ market,and tries to construct an evaluation and optimization method of the layout of the farmers’ market that takes into account fairness and efficiency.This paper analyzes the function of the county farmers’ market in society by combing through the development history of the county farmers’ market,and then analyzes the internal relationship between the county farmers’ market layout and fairness and efficiency,and clarifies the value orientation of the county farmers’ market layout that takes into account fairness and efficiency.Secondly,combining the existing research results,technical standards and norms,as well as the field investigation of the construction and use of farmers’ markets,the factors concerned about the layout of farmers’ markets were summarized,the fairness and efficiency evaluation indicators of farmers’ market layout were selected,and the indicators were weighted through the analytic hierarchy process,and the evaluation system of county farmers’ market layout was constructed.Thirdly,the farmers’ market in Zhaoyuan City,Shandong Province has the problem of backward construction and certain planning needs.This paper takes Zhaoyuan City as an example,divides the basic evaluation units of the farmers’ market in the city with the help of Tyson polygon method,and calculates the fair evaluation indexes such as the regional accessibility level and the efficiency evaluation indexes such as the functional mixing degree of the farmers’ market.The fairness and efficiency of the current layout of farmers’ markets in urban areas are evaluated comprehensively.Combining the layout evaluation system and Tyson polygon method,the following conclusions are drawn: the current layout of farmers’ markets in Zhaoyuan urban area has not reached the balance of fairness and efficiency,the layout of farmers’ markets in western urban area is relatively fair but low efficiency,and the layout of farmers’ markets in eastern urban area is relatively efficient but needs to be improved.Based on the above evaluation system of the county farmers’ market layout,this paper further puts forward the optimization method of the county farmers’ market layout that takes into account fairness and efficiency,and takes Zhaoyuan City as an example to carry out practical application.First of all,based on the existing research,the position allocation model which fits the research purpose and idea is determined.Secondly,according to the long-term planning land layout of the urban area,the suitable land for farmers’ market construction is screened,and the reasonable range of the long-term farmers’ market is determined according to the long-term planning population and farmers’ market construction standards of Zhaoyuan urban area.Thirdly,the location allocation model is applied to simulate and generate a set of farmers’ market layout schemes within a reasonable number of intervals,and the county farmers’ market layout evaluation system is applied to evaluate the fairness and efficiency of each layout scheme,so as to select the relatively optimal scheme taking into account fairness and efficiency.Finally,in order to improve the implementation and operability of the farmers’ market layout scheme in Zhaoyuan city,the paper puts forward the implementation strategy of the farmers’ market layout planning from two aspects:dynamic adjustment of layout and construction timing arrangement.By comparing the location allocation model with multiple schemes,the following conclusions are drawn:Through the evaluation of multiple schemes of farmers’ market layout,it is found that the fairness and efficiency of the scheme of farmers’ market layout in Zhaoyuan City are significantly improved compared with the current situation;At the same time,combined with the comprehensive scores of fairness and efficiency of different farmers’ market layout schemes,the layout schemes of 11 farmers’ markets are regarded as the relatively best layout schemes of farmers’ markets in Zhaoyuan city. |
