Nuclear power technology,as a new name card for China’s foreign exports,has recently attracted the attention of many countries,and Chinese nuclear power companies have successfully opened the European market for a time.From 2015 to 2019,the United Kingdom,the Czech Republic,and Romania all adopted a positive cooperative attitude towards Chinese nuclear power companies participating in the construction of their own nuclear power plants.However,after 2019,the attitudes of the three countries towards Chinese nuclear power companies have changed one after another,from the previous cooperation to non-cooperation.The synchronic shift in the attitudes of the three countries towards China’s nuclear power companies basically kept pace with the formation of the international system structure of Sino-US strategic competition in terms of time nodes.This study argues that the shift in behavior and attitudes of European countries towards China’s nuclear power is a response to changes in the international system structure of Sino-US strategic competition,and the pressure at the system level is stimulated by the self-cognition and internal politics of European countries at the unit level.conversion is done.At the system level,the change in the international system structure lies in the continuous improvement of the clarity of the international system structure of Sino-US strategic competition.At the same time,the strategic environment in which European countries live is becoming more and more restrictive,and the space for policy choices is constantly being compressed.At the unit level,European countries are stimulated by the pressure of the international system of Sino-US strategic competition,leaders’ cognition of China and European countries’ own national strategic culture play an intermediary role.Based on this,the basic logic behind the non-cooperative behavior of European countries towards China’s nuclear power is that after 2017,the deepening of the competition between China and the United States has made the international system structure built on this basis more and more clear,and European countries feel that it comes from China.Threats and pressures have also gradually become clear,and a "China Threat View" has formed cognitively.At the same time,the strategic environment in which European countries live in the system is becoming increasingly restrictive,and the perceived urgency of threats is increasing,and the room for policy maneuvering is greatly reduced.Under the pressure of changes in the system structure,within the European countries at the unit level,the leaders of European countries tend to have a negative perception of China,and negative perceptions of China occupy the mainstream.At the same time,the pressure at the system level has also made European countries resist the market behavior of Chinese companies in terms of their own strategic culture.European countries interpret China’s market behavior as a sign of their values and national security in terms of strategic values and strategic thinking models.A threat of a strategic behavior,which in turn exhibits non-cooperative behavior in terms of strategic behavioral bias.
