The Study Of Safety Management Of Fujian Civil Aviation

The foundation of the survival and reproduction of mankind is safety, and it is the basic guarantee of life and health. Safety is not only the lifeline of civil aviation, but also the core competitiveness of civil development. It there is no safety, the civil aviation will lose everything. Civil aviation is an industry requiring high technology, high inputs and high risks, and its characteristics determine that the safety management of civil aviation shall not simply be free from the accidents. Only by constantly inspecting the safety management ability, improving the means of safety management and improving the safety operation level, can it essentially guarantee the rapid and stable development of civil aviation in China.In this paper, established in the strategic background of the construction of civil aviation great power, studies are conducted for the safety management of civil aviation in the context of the booming aviation market and increasingly complicated safety management situation. In this paper, the study on the safety management of civil aviation in Fujian is carried out, and it mainly consists of five parts:In the first part, it is the introduction to the research significance, related literature,innovative points, relevant concepts and theory. The research significance of the paper is mainly analyzed, including the significance of safety management study on the supervision of civil aviation. Meanwhile, existing literatures concerning the safety management are analyzed with literature research method, and then points out the three innovation points,finally the concepts and theories of relevant terms mentioned in this paper are illustrated.In the second part, it is the introduction of basic festures and development status of civil aviation in Fujian. At first, the basic features of civil aviation are summarized, namely the climatic features, airline features, overseas guarantee of airline companies, etc. secondly, the development status of civil aviation is introduced, including the transportation capacity, constant improvement of airline coverage rate, and advantage of transportation towards Taiwan.In the third part, it is the study on the safety management status, and existing problems in civil aviation of Fujian. And then the main problems in the safety management of civil aviation are analyzed, and discussions are conducted from various aspects, including the acquisition and utilization of safety information, safety culture construction, risk management, organizational level, supervision effect, personnel quality and emergency disposal training and drills, etc.In the fourth part, the safety management level of civil aviation is analyzed with the questionnaire survey method and fuzzy comprehensive evaluation method, and main problems for improvement in the safety management of civil aviation are obtained.In the fifth part, it is the introduction to the safety management experience of all regions and the case study. At first, the overview of safety management of civil aviation, including the institutional setting, introduction to relevant law and regulations, safety management development stages, safety management system and technology research and development. Secondly, safty management experiences of the civil aviation in other cities are introduced, and inspirations beneficial for the improvement of safety management of civil engineering are summarized. Thirdly, an unsafe accidents in China are analyzed.In the sixth part, several countermeasures and suggestions for improving the safety management of civil aviation in Fujian are improved based on the analysis of previous chapters. Firstly, to improve the current laws, regulations and policies; secondly, to set special departments, and to reinforce the training of supervision; thirdly, to solve the safety management problems of stationed bases with institutional innovation; fourthly, to give full play to the scientific support to safety management; fifthly, to solve the talent introduction problem, and to make talent cultivation plan; sixthly, to add the supervision work of the organization level; seventh, to strengthen the emergency disposal and drills.
