Research On The Improvement Of Government Responsibility For Road Public Transportation In Hohhot City

As the most important public infrastructure in cities,road public transportation has a very strong public service nature.Only by providing thoughtful travel services for the whole society and making people’s travel convenience greatly improved can road public transportation play its public welfare value.However,with the rapid development of China’s economy,the rapid development of urbanization has brought about the expansion of urban population,the rapid growth of the number of private cars,and the traffic congestion and other road public transportation problems are of great concern to the whole society.The government,as the main body providing public services,is the main responsibility bearer of road public transportation development.However,in the context of the monopoly of state-owned enterprises in the development of public transportation,the problem of imperfect government responsibility has become increasingly apparent,and the issue of how to improve government responsibility in the development of road public transportation and provide residents with efficient,convenient and considerate road public transportation to meet the requirements of rapid urbanization has become the focus of the problem.The role of market participation in improving the efficiency of road public transportation development explored by some cities in China has made people realize the need to change the status quo of government monopoly in road public transportation infrastructure and social services,and to realize the participation of multiple parties.This paper takes the government responsibility in road public transportation in Hohhot as the research theme,mainly sorts out the current situation of road public transportation development in Hohhot and the manifestations of imperfect government responsibility,explores the reasons leading to the lack of government responsibility,summarizes the experience of road public transportation development in other cities in China on the basis of successful cases,and explores the ways suitable for road public transportation development in Hohhot.Ultimately,we propose targeted and constructive countermeasures to improve the government’s responsibility in the development of road public transportation in Hohhot,i.e.,to realize the government’s main responsibility and dominant position in the development of road public transportation in Hohhot by increasing the financing channels for road public transportation,strengthening the government’s supervision,and improving the organizational efficiency of the wholly state-owned enterprises,so as to realize the improvement of the government’s service level and service structure.To improve the service level and structure of the government,and to escort the efficient development of road public transportation in Hohhot.
