Villages are the places where rural residents live and produce.Village planning is the basic basis for doing a good job in the management of various constructions in rural areas.It is of great significance in promoting the construction of a new socialist countryside and rural revitalization.Scientific and rational planning and implementation management measures can effectively guide the coordinated and sustainable development of various construction undertakings in villages.The implementation of village planning is related to the fundamental interests of the people and determines the layout of urban-rural integrated development.In recent years,both the central and local governments have attached great importance to the implementation of village planning,and the state has successively promulgated a number of relevant laws and regulations,raising village planning to the strategic height of national development.As one of the important links in administrative management,planning implementation has become a routine planning management work,an important part of government administrative behavior,and a basic requirement for administration according to law.In the past ten years since the village planning was proposed,the research on the implementation and management of the village planning is still in the period of exploration and growth,and the problems such as the imperfect policy and regulation system and the incomplete supervision and feedback mechanism are prominent.my country is in the stage of high-quality development,and Boluo County,as the only one of the top 100 counties in Guangdong Province and one of the 10 demonstration counties of new urbanization in the country,needs to transform the period of great opportunity into a period of golden development,and the quality of village planning and implementation.especially important.Boluo County has experienced three rounds of village planning work since 2007,but it is difficult to guide village construction and development due to various problems.In 2020,Huizhou City will carry out the city-wide village planning audit investigation.The report pointed out that the quality of Huizhou’s village planning results is not good,the practicability is not strong,and the implementation effectiveness is insufficient.This paper takes the implementation of village planning in Boluo County as the research object.Based on the fact that the implementation content in the current planning implementation process is not accurate enough,the implementation mechanism is not perfect,the implementation guarantee needs to be strengthened,and the implementation supervision is not effective enough.On the basis of domestic and foreign literature and materials,drawing on the advanced research results of scholars,using research methods such as on-the-spot investigation,comparative analysis,etc.,to deeply explore the causes of planning implementation problems,and try to analyze the management system,legal system,institutional mechanism,supervision,inspection,evaluation and Feedback and other aspects to build a scientific,reasonable and sustainable "closed-loop" village planning implementation management working mechanism with "villagers as the main body,government as the leading,department coordination,and social participation".It is hoped that the research can provide some help and suggestions for the implementation and management of village planning in Boluo County,and better improve the management level of village planning and implementation in Boluo County,in order to provide reference and reference for similar planning implementation and management in the future.
