Research On Optimization Of Village Planning Guidelines Based On Policy Implementation Theor

With the thorough implementation of the rural revitalization strategy since the 19 th National Congress of the CPC,China’s villages have entered a new stage of development.Under the great changes in the background of The Times,how to optimize the formulation of village planning and make it truly become a feasible blueprint and path guide to promote rural development is of great significance to the majority of Chinese villages.The guidelines of village planning are programmatic policy documents of village planning.It is necessary to focus on the key element of the formulation and implementation of village planning,and conduct a more profound review of its text content and requirements.The perspective of "policy implementation" is an important research paradigm for the study of "behavior in the process from policy expectation to policy effect" in the discipline of public management,which has good applicability and explanatory power for the village planning guideline of "public policy".The "fuzzy-conflict model" proposed by the American scholar Martland is an important theoretical tool for the study of policy implementation.It can establish the corresponding relationship between policy text and policy implementation,and provide researchers with a powerful framework to analyze the mode of policy implementation.Therefore,the introduction of fuzzy-conflict model into the study of village planning guidelines can open the "black box" from "text compilation" to "implementation effect" of guidelines,which has important theoretical value and practical significance.Based on this,this paper interprets the "implementation of village planning guidelines" as a typical process of "public policy implementation",introduces the classic and highly persuasive fuzzy-conflict model in the discipline of public management,and takes the new version of village planning guidelines issued by 30 provinces(autonomous regions and municipalities directly under the Central Government)since 2017 as the research object.A complete research framework of "fuzzy-conflict judgment criteria-guideline text coding and execution mode judgment-Guideline execution mode problem cognition and empirical test" has been built.This paper explores the key issues such as the implementation modes contained in the guideline text,the common problems represented in the implementation behavior of the village planning guidelines under different execution modes,namely,the village planning preparation,and how these common problems lead to the common contradictions in the implementation of village planning,and then analyzes the problems and contradictions contained in the guideline text based on the implementation.And put forward the optimization strategy of village planning guidelines.The research shows that,first of all,the overall village planning guidelines are characterized by low fuzziness and low conflict,and there are four different execution modes,political,administrative,experimental and symbolic,among which the administrative and experimental execution modes account for the highest proportion,and the contents of the same theme in the village planning guidelines in each province are reflected as similar execution modes.Secondly,there are different common problems in the planning preparation under the four execution modes,which are directly transmitted in the implementation of the guidelines--the village planning preparation,and thus lead to many practical contradictions and problems in the implementation of village planning.Finally,the optimization strategy of village planning guidelines should be put forward based on the differences of execution modes.For the administrative execution content,the low ambiguity of construction level should be changed to the low ambiguity of the whole process.As for the political implementation content,it should be guided by the "governance effect" and be a way to ease the conflict establishment of the social groups involved in the guidelines.For experimental content,different directions should be made for different scenes in the text;As for the symbolic content,the ambiguity should be dispelled as far as possible and the conflict should be alleviated through the concretization of the implementation objectives and means,and the guideline should be avoided in the implementation of formalities.This paper is innovative both in theory and in reality.On the theoretical level,on the one hand,the policy implementation research is innovatively extended to the field of planning,which enriches the application scenarios of the fuzzy-conflict model.On the other hand,the policy implementation research perspective is innovatively introduced into the research of village planning guidelines,which provides a new feasible path for the research of village planning guidelines.At the practical level,based on the execution characteristics and general problems under different execution modes of the guidelines,the paper innovatively proposes targeted and systematic optimization methods of the guidelines for village planning.In a word,this paper provides a new paradigm for the study of the preparation,execution and implementation of village planning in the transition period,and has certain value for the cognition,research and optimization of village planning guidelines.
