Research On Performance Evaluation Of International Hydropower EPC Project

As an important power source and its own clean and renewable property,hydropower plays an important role in the energy strategy of most country.With the continuous promotion of the "Belt and Road" initiative and the "go global" strategy,Chinese enterprises are increasingly participating in overseas engineering projects in both breadth and depth.Therefore,the number of China enterprises participating in international hydropower EPC projects is increasing and their participation is also higher and higher.However,in the current complex international political and economic situation,the China enterprise which participates in the international hydropower EPC project,is also facing many difficulties and risks.The reasonable,scientific and comprehensive performance evaluation of the international hydropower EPC project,is in relation to the execution summary,the results evaluation and the strategic judgment of domestic enterprises in overseas project contracting market.Based on the work contents and characteristics of international hydropower EPC projects at various stages,taking the post-evaluation work guide issued by SASAC and the FIDIC framework as the benchmark,this paper sorts out the influencing factors of project performance evaluation by combining various literature,engineering specifications and work practice experience.Then,based on questionnaire survey and expert interview,Six first-level indicators and 22 second-level indicators were determined by factor analysis,including operation and management,technical ability and difficulty,project implementation,HSE and socioeconomic benefits,goal achievement,project sustainability.After that,AHP and Entropy Weight Method were used to calculate the corresponding weight of the index,and combined with the importance analysis,the final weight of the index was comprehensively determined by using the subjective and objective combination of weight.In addition,the analysis method of performance evaluation standard is introduced,and the comprehensive performance evaluation system of international hydropower EPC project is constructed.At last,the performance evaluation of the TD project in the African country of Malawi was carried out with the evaluation system.According to the evaluation results,the detailed summarization of the TD project are discussed,the matters needing attention and improvement measures for execution and implementation of the subsequent similar project are suggested.The decision-making reference and application for bidding stage project and execution phase project are analyzed and expounded according to the performance evaluation results of TD project.On the one hand,the performance evaluation of international hydropower EPC projects can provide a basis for the summary and analysis after the completion of the project.On the other hand,it can also provide references for the development and execution of other projects,and for enterprises to participate in the investment,market layout and strategic planning of overseas engineering projects.
