Research On The Influence Of Differences Between Chinese And Foreign Standards On International Hydropower EPC Project

With the implementation of the " the Belt and Road " strategy,there will be more Chinese engineering enterprises to go abroad to participate in the international market competition,Although the market share in the global of China's contractors increased year by year,the profit of most projects are relatively small and more performance problems.There are not only the issues caused by the differences of Chinese and foreign technical standards,but also the impact of the differences of laws?culture and management.Therefore,it is particularly important for China contractors to improve the application capacity of Chinese and foreign technical standards and the ability to deal with the differences of laws?cultural and management and other generalized standards.This article is based on interview?engineering data analysis and international hydropower EPC project case study,which revealed the differences between Chinese and foreign technical standards and the differences of laws?culture and management and other generalized standards in each stage of the international hydropower EPC project,as well as the impact of these differences on the project.The main differences and effects are as follows: 1)In the bidding phase,Factors that affect the choice of standards are historical reasons and stakeholders;As well as the laws and regulations and the differences between Chinese and foreign standards have a greater influence on the bidding.2)In the design phase,the differences between Chinese and foreign standards is mainly reflected in design concept,technical reports,these differences lead to design errors,defects,lack of depth and other issues;And the language problem leads to difficulties in communication;In addition,the different design tools result in low design approval rate,which have a certain impact on project progress.3)In the procurement phase,the differences are mainly reflected in the procurement channels,procurement processes,test requirements,installation and after-sales service,these differences cause a low approval rate for contractors' procurement plan?procurement errors?costs increased?quality defects?progress delay and other problems.4)In the construction phase,the differences are mainly reflected in the labor management?information management?HSE management?quality management,these differences have influences on the cost,duration,communication and efficiency of the project,and even lead to project failure.5)In the acceptance phase,the differences are mainly reflected in the reasons of the owners and acceptance differences,these differences can easily lead to cost increases,transfer delays,and owners' rejection.Through the two cases analysis of International Hydropower EPC Project of Pakistan Project and Belize,making a further explanation for the differences between Chinese and foreign technical standards and the differences of Chinese and foreign laws?culture and management and other generalized standards,as well as their impact in the process of project implementation.Based on the above study,giving a strategy to enhance the contractor's ability to apply Chinese and foreign technical standards and the response measures for the differences of Chinese and foreign legal,cultural,management and other generalized standards from the bidding phase?design phase?procurement phase?construction phase and transfer phase,it is of great theoretical and practical guiding significanceg for China's contractors to enhance the competitiveness in the international market.
