China foreign hydroelectric project general contracting is an important part of Central Government-owned Enterprises’foreign direct investment and offshore project contracting, nevertheless, project profits are often accompanied by high-risk. Besides the characteristics of national and global distinct in general international project, the risks of international hydroelectric project general contracting also has its unique characteristics of large project, complex construction environment, overall effect, high integration and with many disciplines involved. So far, the study on risk management in international hydroelectric project has become the substantial focus of offshore project management, and the government and enterprises are paying more and more attention to it. Thus this study focuses on the risk analysis of international hydroelectric projects.The previous risk analysis of international hydroelectric projects mainly focused on theory establishment and qualitative research, and the quantitative research is limited to reliability calculation. But, no study for key risks factors, risks allocation, influence relationship to each other, and risk sources division of international hydropower project. In order to find an effective method and approach to solve the risk management of international hydroelectric project general contracting from the perspective of China’s enterprises in this area, lower the risks of international project general contracting and utmost enhance risk awareness and risk management ability of project teams and general contractors, this thesis combs the content and process of risk management in international hydroelectric project general contracting by analyzing the characteristics, factors and classification of such risks, studies the following aspects and has made many achievements.(1) Comprehensively identified the risks of international hydroelectric project general contracting. Data was collected through questionnaire, and a questionnaire on24key risks of international hydroelectric project was developed. Based on the verification of results credibility and average value risk scores, the risk level index of each risk is analyzed, and ten key risk factors in the international hydroelectric project general contracting are located, including contract risk, project progress/cost risk, Owner risk, countries’political risk, survey/design risk, sub-contractor risk, economic/financial risk, supplier risk, market risk and society and environment risk.(2) A statistical analysis of the risk allocation mode is carried out, the risk factors allocation model are constructed, and the risk allocation of the questionnaire are graded by "Likert-Scale Five-point Measure Questionnaire". The averaged method and independent sample’s t-test method are adopted for obtaining the relevant subject of the ten key risk factors, in which the major part of the society and environment risk, countries’political risk and Owner risk should be carried by the owner, the general contractor in market and economic/financial risk should be taken equally by owner and the general contractor, while the major part in the contract risk, survey/design risk and supplier risk are carried by the general contractor, and the total project progress/cost and sub-contractor risk should be taken by the general contractor. Relative measures are put forward to ten key risks.(3) The system of risk sources in international hydroelectric project general contracting is analyzed in term of the mathematical method of adjacency matrix, reachable matrix and interpretive structural model, the interactions among different factors are clarified, and the structural hierarchy of the international hydroelectric project general contracting influence factors are demonstrated. Finally, the results of risk sources division are presented, i.e., contract risk on the first level, project progress/cost risk, owner risk and survey/design risk etc. on the second level, sub-contractor risk etc. on the third level, supplier risk etc. on the fourth level, market risk on the fifth level, economic/financial risk on the sixth level, society and environment risk on the seventh level and countries’ political risk on the eighth level.(4) By using multiple international hydroelectric projects cases, the existence of key risk factors in the offshore projects are analyzed, the practical effect is verified, and the effective management of international hydroelectric project general contracting is promoted.In general, by studying risk management of international hydroelectric project general contracting, we can make enterprises master the reason for and composition of risk sources, the influence on the key risk factors deeply and effectively, and make specific analysis, assessment, precaution and treatment. Therefore, the risk awareness and risk management ability of the enterprises and projects could be enhanced, the quality of general contracting projects can be improved, which will be conducive to the sustainable development of the market and enterprises. |
