With the rapid development of social economy,modern society is becoming more and more dependent on energy.In recent ten years,the scale of the power grid in our country has almost doubled,the complexity of power grid is higher and higher,and the safety and stable operation of the power grid is facing more threats.Once a large area of blackout,the impact on people’s production and life is huge.Therefore,the emergency management of large-scale blackouts should also be included in the scope of public crisis.At the same time,how to integrate various resources,do a good job in government internal and external coordination,improve the efficiency of emergency response has become the focus of attention.At present,the research results on emergency management are quite rich in our country,but the research on emergency disposal of large area blackout from the perspective of public crisis is relatively few.T city is located in the central part of Shandong Peninsula,which is an important UHV transmission channel in the province.Affected by coastal weather and complicated geological structure,thunderstorms,floods,gales,freezing and other natural disasters frequently occur,and are likely to cause power grid outages in large areas.In case of power emergencies,traffic and communication will be paralyzed,water,gas,heat and oil supply will be interrupted,which will seriously affect economic construction and people’s livelihood,even pose a great threat to social stability and national security.Firstly,this paper summarizes the research results of experts and scholars at home and abroad by collecting and retrieving relevant literature,and establishes the main research ideas and theoretical basis.Based on the basic concepts of blackout,emergency management and coordinated linkage mechanism,this paper analyzes the current situation of emergency management in large-scale blackout in T city in four dimensions: organization,linkage,information communication and resource guarantee.Through field visits to the municipal emergency management department,the municipal power grid enterprises,the communications,hospitals and other urban lifeline units and power grid users,interviews with the relevant staff,questionnaires and other methods to obtain the first-hand information needed for the thesis,and comprehensively analyzes the problems existing in the emergency management of large-scale outage of power supply in T City in combination with the theoretical basis and research methods at the early stage,mainly including: the imperfect emergency organization,imperfect emergency linkage system,imperfect information transmission,insufficient emergency support capability,etc.,and deeply analyzes the reasons for these problems.Finally,the corresponding countermeasures are put forward as follows: first,to perfect the emergency organization system,optimize the emergency linkage rules,and establish an emergency incident evaluation and accountability system;second,to establish an emergency coordination linkage system,and improve the emergency plan management system;third,to build a standardized electric power emergency command platform,and make the information sharing mechanism more efficient,and establish a full coverage early warning linkage mechanism;fourth,to strengthen the construction of emergency support capabilities,optimize the emergency material support system,and improve the construction of emergency personnel.
