With the increasingly important role of electric energy in social and economic development and people's daily life,building a strong smart grid is a strategic choice to adapt to the new situation of China's power grid development.Reassuring the government,social identification,and mass satisfaction are the unshirkable responsibility of power supply companies.Once a catastrophic large-scale blackout accident occurs,it will cause unpredictable losses and irreversible consequences.Therefore,it is necessary to strengthen emergency management of emergencies in power system to minimize the losses and impacts caused by emergencies.In this paper,Liaoning power grid is taken as the research object,fully considering the actual construction situation of Liaoning power grid,by dividing the risk level,combining the possibility index and the severity index,the calculation method of risk assessment index is determined by using Monte Carlo method and the severity of risk value.On this basis,the risk of catastrophic large-scale blackouts and the ability to resist disasters are analyzed,and the safety risk assessment system and evaluation index system are constructed.The comprehensive risk level of large-scale blackouts of Liaoning power grid is calculated by analytic hierarchy process.Finally,based on the organization and mechanism of emergency management system,this paper compiles emergency plans,and proposes the development and application of the black start plan automatic generation system to ensure that the black-start emergency plan can optimize and improve themselves in time according to the changes of power grid structure and operation mode.The research results of this paper help to improve the management level of power supply companies to deal with emergencies,which is of great significance to the national economic development and the smooth progress of people's production and life.
