With the continuous development of social economy and the progress of railway technology,performance management of production staff is becoming more and more important in rail firms.It is of very important practical significance for long-term development of rail firms,to realize their strategic goals by improving the performance management on front-line workers in railway basic station and section,and building a reasonable and useful performance indicator system to implement effective performance management on front-line production stuff based on existing operation characteristics of basic station and section,and drawing from modern human management theories,which will improve basic station and section management level.The object of this research is China Railway S Group Co.,Ltd S vehicle depot.By analyzing existing problems on performance appraisal programs of S vehicle depot,drawing from modern performance management philosophy,the existing performance appraisal programs is improved and the current problems on is to be solved.Through field investigation on performance management of front-line workers in China Railway S Group Co.,Ltd S vehicle depot,many problems were found in performance appraisal programs."Emphasis on safety,neglect of performance driving" is the characteristics of current performance evaluation;performance review methods and contents are simple,the process of evaluation is random and there is lack of constraints on examiners,and indicators for performance appraisal is not comprehensive enough.Focusing on the problems existed,this paper is to improve the current performance appraisal programs.Appraisals programs applying KPI is applied to improve current performance appraisal programs of S vehicle depot in this paper,which improves current performance appraisal programs in aspect of scientific,reasonability and maneuverability.Literature survey,questionnaire method and interview research method are applied in finding relevant performance indicators on front-line workers.To make the improvement on performance appraisal programs more scientific,efficient and comprehensive,three performance indicators are chosen on front-line operators’ working performance,attitude and competence,modern performance management theories are applied in indicators decomposition and indicators identification,and performance indicators are weighted based on analytic hierarchy process.At last the performance indicator system is improved and better designed,and the result of performance appraisal is valued in promotion,transfer,award,salary and dismissal,etc.And security system shall be established after the performance appraisal program improved and implemented.
