Research On The Construction And Operation Management Of Urban Emergency Shelter-

With the accelerating process of urbanization in China,the uncertainties and unknown risks faced by the vulnerable and complex urban system are increasing.In the face of all kinds of sudden natural disasters,cities often show great vulnerability.How to make the city bear,adapt and quickly recover the capacity of the city in the inverter environment is the focus of the research on resilient city and the new paradigm of urban security development.Urban emergency shelter is the key infrastructure to reduce the loss of natural disasters and maintain urban public security.It lies at the heart component of a comprehensive municipal disaster prevention system and can effectively protect people lives and property.Under the background of frequent natural disasters caused by global climate change,the construction of urban emergency shelters is increasingly concerned by governments at all levels.In recent years,the planning,construction and management of urban emergency shelters in China have been continuously promoted and made some progress,but there are still some outstanding problems,such as the planning system is not strong,the construction standard is not perfect,the management is not clear,the information construction lag and so on.Dezhou city emergency shelter is the main research objective of this thesis,in order to objectively and systematically grasp the construction and use of emergency shelter,the author mainly uses participatory observation,questionnaire survey and the case Study.By using the convenience of the author’s work in the Civil Air Defense Office focusing on the problems found in the planning,construction and management of urban emergency shelters in Dezhou the author designed the Investigation Paper on the Use Mechanism of Emergency Shelters.The content covers the planning and construction of emergency shelters,emergency shelters management the investigation of public awareness,and the survey of public satisfaction.337 questionnaires were distributed and 319 valid questionnaires were recovered in 10 densely populated streets in Dezhou.Through the in-depth analysis of the questionnaire data,the city of Dezhou emergency shelter in the construction and use of real and effective information field.At present,the construction of emergency shelters in Dezhou City is organized and implemented by the Office of Civil Air Defense,which has been in charge of building evacuation systems in the city.In the construction of emergency shelters have certain basics and advantages,but there are also some problems,such as planning system is not strong,more departments involved in the management,management and use of responsibility is not clear.Analyze the causes of these problems,It is mainly attributed to four aspects:the planning of emergency shelters has not been included in the construction of urban security system,the management methods of local emergency shelters have not been promulgated,the responsibility of emergency shelter management is not clear,and the necessary funds are lacked.In view of the problems found,the author combines the United States,Japan and other developed countries in the long-term accumulation of experience,from the perfect system and mechanisms to ensure the availability of emergency shelters,The overall planning of the system,to create an omni-directional three-dimensional urban emergency shelter:Strengthen the legal system construction,guarantee the function of emergency shelters;To strengthen information construction,integrate emergency shelter into the four aspects of smart city construction,according to the actual domestic needs,combined with foreign practical experience,to improve the planning,construction,management level of urban emergency shelter rationalization proposals.
