Study On Household Garbage Classification Management In Y County Of Wenzhou City

Implementing the policy of classifying household waste is an inevitable requirement for accelerating the construction of a resource-saving and environmentally friendly society.It is also an important measure to adhere to the synchronous promotion of high-quality development and high-quality living,and continuously meet the growing needs of the people for a better life.The implementation of garbage classification policy is a systematic project,and the key is to strengthen scientific management,form a long-term mechanism,and promote habit cultivation.To this end,the Central Committee of the Communist Party of China,various ministries and commissions of the State Council,and the Zhejiang Provincial Government have successively introduced multiple policies and institutional measures for the classification and management of household waste.However,due to the wide scope,complex policy implementation environment,and inadequate supervision and management methods,there are still certain shortcomings in the classification and management work.Therefore,this article takes Y County as an example to conduct research on the implementation of garbage classification management policies,and proposes strategic improvement suggestions for the problems in garbage classification management,in order to improve the effectiveness of garbage classification management policy implementation,promote the improvement of garbage classification management for residents,and play a positive role in promoting the construction of "waste free urban and rural areas" in Zhejiang Province.This article is based on the Smith model theory and collective action theory,and takes the classification and management of domestic waste in Y County as the research object.Case analysis,questionnaire survey,and other methods are used to conduct problem research.Firstly,by organizing,reviewing,and summarizing literature on household waste classification management at home and abroad,this article finds that there is relatively little research on county-level household waste classification management in the context of the new era.At the same time,according to the research needs of this article,the definition of household waste and its classification was defined,and the Smith model theory and collective action related theories were introduced.Secondly,this article provides a comprehensive and systematic analysis of the current status of domestic waste classification management in Y County from the perspectives of waste classification management standards,organizational management,assessment standards,facility configuration,and promotion,laying the foundation for subsequent research.Finally,through a questionnaire survey on the classification and management of domestic waste in Y County,combined with current situation analysis,the problems in the classification and management of domestic waste in Y County were identified and targeted suggestions were proposed.The main research results of this article include:(1)The classification management of domestic waste by Y County Government needs to be optimized.Further improvement is needed in the division of garbage classification management standards,assessment standards,facility configuration,and promotion.(2)It was found that the classification management of domestic waste in Y County has problems such as weak classification management,incomplete classification facilities and equipment,low quality of classification and placement,and insufficient promotion and guidance for classification.And analyze the reasons for the problems in the classification and management of government household waste,mainly due to weak law enforcement and supervision,and inadequate operational management mechanisms.(3)We have constructed an optimization plan for the classification and management of domestic waste in Y County,which is optimized from all levels,including goals,principles,measures,and guarantees.Based on Smith’s model theory and collective action theory,this article constructs an optimization system for the classification and management of domestic waste in Y County.This study can guide the optimization of domestic waste classification management in Y County in practice,promote the improvement of the level of domestic waste classification management in Y County,and has certain practical significance.
