Study On The Influence Of Internet Use On Rural Residents’ Willingness And Behavior Of Garbage Classification

Environmental governance is related to the well-being of the residents and the beautiful Chinese construction.The rapid development of our country’s rural economy has not only raised the income of farmers,but also changed their life style and quality of life.At the same time,the total production of waste has risen rapidly,and has had a serious impact on the rural ecological environment.At present,our country attaches great importance to the construction of ecological civilization.Although garbage classification management in rural areas has reversed the dirty and messy situation,the implementation of garbage classification treatment is not optimistic.Due to the limited carrying capacity and accommodating capacity of rural environment,“garbage surrounding villages” has become an important issue affecting the sustainable development of rural areas,and the importance of rural garbage classification and management has become increasingly prominent.However,it is worth noting that as the main body of environmental governance,the garbage classification behavior of farmers is considered to be an important mechanism to compensate for the failure of government and market means in environmental governance.Therefore,how to improve the endogenous motivation of farmers to participate in garbage classification is one of the keys to affect the implementation effect of rural domestic garbage classification treatment.At present,rural residents generally have the practical dilemma of “disconnection between knowledge and practice” in environmental governance.Farmers’ insufficient cognition of garbage classification governance,weak awareness of environmental protection,and imperfect channels for participating in environmental governance have become important factors restricting farmers’ participation in garbage classification.However,for rural residents,the internet is an important source to obtain the status quo of environmental issues and social opinions related to environmental issues.It can enhance the enthusiasm of rural residents to participate in garbage classification practice through information transmission,value orientation,social mobilization and other ways.Therefore,it is of great significance to study the garbage classification willingness and behavior from the perspective of internet use to promote the development of rural human settlement environment.In view of this,on the basis of summarizing previous studies,this paper uses the 2021 China Land Economic Survey(CLES)public data,and explores the direct influence of rural residents ’internet use on their garbage classification willingness and behavior,the mediating effect of garbage classification cognition by Bivariate Probit model and The mediation effect model.And put forward the countermeasures and suggestions to promote the garbage classification behavior of rural residents.The main research conclusions are as follows:(1)90% of the sample farmers have the willingness of garbage classification,but 53%of the farmers actually have the behavior of garbage classification,which indicates that there is a certain deviation between the willingness and behavior of garbage classification.In the total sample,the overall proportion of farmers using the internet is not high,which is 46%.Specifically,53% of the farmers have both garbage classification willingness and garbage classification behavior,37% of the farmers have garbage classification willingness but no garbage classification behavior,9.7% of the farmers have neither garbage classification willingness nor garbage classification behavior,0.3% of the farmers have garbage classification behavior but no garbage classification willingness.And the proportion of farmers using the internet in the above groups was 54%,38%,26% and 33%,respectively.(2)Internet use has a consistent and significant positive impact on farmers’ garbage classification willingness and behavior,and can promote the transformation of farmers’ garbage classification willingness to garbage classification behavior,and reduce the deviation between willingness and behavior.Specifically,when the internet usage increased by 1 unit,the probability of farmers having both garbage classification willingness and behavior increased by 11.5%,the probability of farmers not having garbage classification willingness and behavior decreased by 4.6%,and the probability of farmers only having garbage classification willingness and no garbage classification behavior decreased by 6.9%.(3)Further analysis according to different internet access methods shows that mobile internet access has a positive impact on farmers’ willingness and behavior of garbage classification,while computer internet access has no significant impact on farmers’ willingness and behavior of garbage classification.(4)The mechanism analysis shows that the internet use and garbage classification willingness,internet use and garbage classification behavior all have the mediating effect of garbage classification cognition.Specifically,internet use could enhance farmers’ willingness and behavior of garbage classification by improving their knowledge cognition,behavior cognition and environmental cognition.Among them,the mediating effects of knowledge cognition,behavioral cognition and environmental cognition on garbage classification willingness of farmers are 0.022,0.006 and 0.011 respectively,and the mediating effects on garbage classification behavior of farmers are 0.049,0.003 and 0.007 respectively.Based on the empirical results,this paper proposes the following policy recommendations:(1)Strengthen the hardware and software construction of rural Internet,strengthen the material foundation for policy implementation and improve the ability of rural residents to use the internet to empower rural human settlement environment governance.(2)Improving the supply of rural environmental facilities and improving the quality of garbage classification services to strengthen the innovation ability of rural environmental governance.(3)Formulate diversified publicity strategies for rural garbage management and classification,and use differentiated publicity means and methods to fully tap the huge potential of farmers as the main force of rural revitalization.(4)Improve the restraint and incentive policies,strengthen the social supervision and restraint mechanism by improving social norms.
