Rural household waste is a comprehensive problem, involving political, economic, social, cultural and other aspects, improving the relevant legal system to make the rural garbage disposal problem orbit through the rule of law has great practical and theoretical significance.Firstly, the case does studies in Xindian Township as the starting point, and introducing overview of the current situation of rural life and garbage disposal there. Secondly, analyzing the loss and lack of governance of the disposal of the garbage in rural life from the legislative system and the legal system, and again investigating the experience of Hengxian and Tonglu in garbage disposal, and then researching on the specific practices and legal systems of the United States of rural domestic waste pollution prevention and control. Finally, providing recommendations related legal countermeasures. We can improve the following aspects: First, from a scientific point of view, we targeted way to build rural garbage disposal, amend and supplement the relevant law, making it more suitable for rural life in the waste disposal problem; second, improving the rural garbage disposal legal system, including funding mechanisms, promoting rural garbage pollution control technology into innovation system, waste classification system, extended producer responsibility system, environmental education system; third, improving the supervision and management mechanism of rural garbage pollution prevention and control in rural areas in China. Promoting rural living garbage management through the establishment and improvement of the rule of law, to achieve the goal that garbage disposal can be "reduction, sound, resource-based", to create a good environmental conditions for construction of socialist new rural.
