Research On Influencing Factors Of Residents’ Inconsistent Of Willingness And Behavior Of Garbage Classification

With the process of social industrialization and the improvement of living standards,there are more and more municipal solid waste.The garbage problem has caused a series of environmental problems,which are becoming more and more serious.To solve this problem,it is imperative to carry out the garbage classification policy in cities.In 2018,many cities in China implemented the waste classification policy.However,with the promotion of the policy,the implementation effect is not ideal.A significant problem is that although the residents have a certain willingness to classify,the classification behavior is difficult to keep up.Once the supervision is vacant,the garbage sorting behavior of residents will drop sharply.Aiming at the problem of inconsistent willingness and behavior of urban residents in the process of garbage classification,based on the theory of planned behavior and polycentric governance,this paper constructs a theoretical analysis framework for the influencing factors of inconsistent willingness and behavior of citizens in the process of garbage classification,which includes government,community,society and individuals.According to the relevant theories,we put forward four groups of hypotheses,and test the hypotheses by collecting the data of Xi’an.On this basis,we further discuss the test results and put forward the corresponding countermeasures.The main conclusions of this study are as follows: 1)the inconsistency of residents’ garbage classification willingness and behavior is affected by many factors.In order to improve the effect of garbage classification,we should focus on reducing the inconsistency of garbage classification willingness and behavior.2)Government policies play an important role in reducing the inconsistency between willingness and behavior of waste classification.Among them,the greater the publicity intensity of government’s garbage classification policies,the higher the inconsistency degree of residents’ garbage classification willingness and garbage classification behavior;the stronger the publicity stability of government’s garbage classification policies,the lower the inconsistency degree of residents’ garbage classification willingness and garbage classification behavior;the greater the incentive and punishment measures of government’s garbage classification,the higher the inconsistency degree of residents’ garbage classification willingness and garbage classification behavior The lower the degree of inconsistency,the more perfect the government’s waste classification supporting policies are,the lower the degree of inconsistency between residents’ waste classification willingness and waste classification behavior.3)The completeness of community recycling system plays an important role in reducing the inconsistency between residents’ willingness and behavior of garbage classification.The more standardized the formal recycling system is,the lower the inconsistency between residents’ willingness and behavior of garbage classification is;the more perfect the informal recycling system is,the lower the inconsistency between residents’ willingness and behavior of garbage classification is.4)Social forces play an important role in reducing the inconsistency between willingness and behavior of waste classification.The stronger the social demonstration force is,the lower the inconsistency between residents’ willingness and behavior of garbage classification is;the higher the participation of social organizations is,the lower the inconsistency between residents’ willingness and behavior of garbage classification is.5)Residents’ individual factors also have an important impact on the inconsistency of classification willingness and behavior.The more positive the residents’ behavior attitude is,the lower the degree of inconsistency between the residents’ garbage classification willingness and garbage classification behavior is;the stronger the residents’ perceived behavior control is,the higher the degree of inconsistency between the residents’ garbage classification willingness and garbage classification behavior is.According to the above conclusions,we put forward the corresponding countermeasures.This study has important theoretical and practical significance for understanding the current situation of urban residents’ garbage classification and reducing the inconsistency between urban residents’ garbage classification willingness and behavior.
