Improving the efficiency of green agricultural production is an important part of green agricultural production under resource and environmental constraints,but the problems of surface pollution and carbon emissions in China’s agriculture have hindered the improvement of green agricultural production efficiency.Policy-based agricultural insurance has improved the efficiency of green agricultural production by smoothing out income fluctuations and offsetting established losses,leading to behavior generation,cost control and confidence building in green agricultural production,but has led to increased factor inputs,environmental pollution and reduced green production efficiency due to moral hazard issues.Clarifying the positive and negative impacts of policy-based agricultural insurance on green agricultural production efficiency not only helps to bring into play the institutional advantages of policy-based agricultural insurance,but also effectively avoids the moral hazard dilemma,which is of practical significance for improving green agricultural production efficiency.This paper uses theoretical and empirical analyses to clarify the mechanism of policy-based agricultural insurance’s impact on the efficiency of green transformation in agriculture.Firstly,based on prospect theory,planned behaviour theory and moral hazard theory,this paper constructs a framework of environmental effects from the perspective of scale,structure and technology,and sorts out the theoretical logic of policy agricultural insurance affecting the efficiency of agricultural green transformation;secondly,this paper uses SBM model and factor analysis to measure the level of agricultural green transformation efficiency,and based on the panel data of 30 provinces in China from 2010 to 2021,this paper A panel fixed effects model is used to measure the direct impact of policy-based agricultural insurance on the efficiency of green transformation in agriculture.Finally,a mediating effects model is used to verify the transmission paths from the perspective of scale,structure and technology,and a panel threshold model is constructed to explore the differences in the direction of impact under different scenarios of average household income of farmers and different contributions of primary industries.The findings show that:(1)The development of policy-based agricultural insurance inhibits the efficiency of green transformation in agriculture.For every 100 RMB/person increase in the density of policy-based agricultural insurance,the efficiency of green transformation in agriculture decreases by 5.3 percentage points.(2)The scale of operation,cropping structure and technology adoption played a partly mediating role in the transmission path of policy-based agricultural insurance affecting the efficiency of agricultural green transformation.(3)The impact of policy-based agricultural insurance on the efficiency of green transformation in agriculture has a single threshold effect of the average household income of farmers and the contribution of primary industries.(4)There is regional heterogeneity in the impact of policy-based agricultural insurance on the efficiency of agricultural green transformation,among which the correlation is not significant in the eastern region and the development of policy-based agricultural insurance in the central and western regions inhibits the efficiency of agricultural green transformation.Based on the results of the above analysis,this paper puts forward the following countermeasure suggestions: first,continue to promote the high-quality development of policy agricultural insurance;second,avoid the moral risk problem of policy agricultural insurance;third,allocate factors rationally and weaken the scale effect;fourth,strengthen the structural and technical effects of policy agricultural insurance;and fifth,support the synergy of property and casualty insurance to enhance the system dividends.This not only responds to the theoretical controversy in the academic community about the direction of policy agricultural insurance development affecting the efficiency of green agricultural production,but also provides a practical reference for the subsequent healthy and orderly development of policy agricultural insurance and the enhancement of green agricultural production efficiency.
