Agriculture supports the smooth operation of China’s socialist market economy.It has been a common practice all over the world to provide support for agricultural production by government finance.Since the founding of the people’s Republic of China,the central government has attached great importance to agricultural development and issued relevant policies to support agricultural production and construction for many years.Thanks to the continuous promotion of the policy of financial support for agriculture,good news in the field of agricultural production in China has come frequently,but behind this,the pollution problem caused by the input of polluting factors can not be underestimated.Under the dual constraints of the current shortage of resources and environmental regulation,the bottleneck of agricultural output can no longer rely on the large-scale expansion of factor input to achieve a breakthrough.The key to breaking the situation is to strive to improve the level of total factor productivity.In the early research,scholars mostly constructed the index system based on agricultural factor input and economic output(expected output),so as to measure the total factor productivity.However,in the case of serious agricultural non-point source pollution,the old calculation results can not reflect the real situation of agricultural development.Therefore,this paper takes the pollutants discharged from agricultural production as unexpected output,reconstructs the index system on the basis of existing research,measures the quality of agricultural development,and calls the result as agricultural green total factor productivity.In order to explore the utility of financial support for agriculture on agricultural green total factor productivity and the impact of environmental regulation on the relationship between them,this paper makes an empirical analysis by establishing a panel data model and adding the interaction between environmental regulation and financial support for agriculture expenditure from the perspective of national level and regional level.Through empirical analysis,this paper draws the following main conclusions:(1)at the national level,financial support for agriculture has promoted the improvement of agricultural green total factor productivity and agricultural technology progress,and environmental regulation has further enhanced the role of financial support for agriculture in promoting agricultural green total factor productivity and agricultural technology level;Financial expenditure on supporting agriculture inhibits the improvement of agricultural technical efficiency,but the intervention of environmental regulation weakens this negative impact.(2)There are great differences in the development of agricultural green total factor productivity in different provinces.The agricultural green total factor productivity of 18 economically developed provinces such as Beijing and Tianjin is increasing year by year;However,the efficiency value of 12 economically underdeveloped provinces such as Inner Mongolia and Jilin has regressed.(3)At the regional level,urbanization is conducive to the green and sustainable development of agriculture in the western region,but the situation is quite the opposite in the central and eastern regions.Finally,in order to better serve the development of agricultural production,according to the research conclusions,this paper puts forward the following suggestions:(1)at the national level,China’s central government should continue to increase the scale of financial expenditure on agriculture and pay attention to the adjustment and optimization of internal structure.(2)For the eastern region,we should adhere to the existing intensity of environmental regulation,strengthen the supervision of the use of financial funds to support agriculture while strengthening environmental monitoring,and encourage social capital to invest in agriculture and rural areas,so as to realize the benign interaction of urban and rural production factors.(3)For the central region,while developing the social economy,we should also increase investment in farmers’ education and training,timely provide differentiated education and training opportunities for farmers’ individual differences in learning ability and practical ability,and encourage farmers to participate in vocational education and training.In the process of urbanization,we should encourage and support young people to return home to start businesses and avoid the one-way outflow of high-quality factors of production in rural areas.(4)For the western region,while increasing the investment in farmers’ education and training,we should use urbanization to drive the green development of agriculture and rural areas,help expand the sales market of agricultural products,extend the production value chain and improve the added value.
