As a major agricultural country,China has always attached great importance to agricultural development and has achieved many achievements in agriculture.However,facing issues such as tense human-land relations,China inevitably adopts a high-input and high-yield agricultural model in its pursuit of high agricultural efficiency,which has led to a shortage of domestic agricultural resources and intensified environmental pollution.Based on this inefficient agricultural production model,this article intends to explore the dynamic correlation between environmental regulation,technological innovation,and agricultural energy efficiency from the perspectives of environmental regulation and technological innovation.Based on China’s provincial panel data from 1998 to 2017,this paper uses DEA model,DAG model and SVAR model to study the internal dynamic relationship among environmental regulation,technological innovation and agricultural energy efficiency.Firstly,based on the DEA model,this paper analyzes the changing characteristics of agricultural energy efficiency in China from the perspective of time and space.The results show that: 1)The 30 provinces are divided into eastern,central and western regions.Similar to the level of regional economic development,agricultural energy efficiency is also high in the east and low in the west at the regional level,which is in the unbalanced development stage.2)Under the influence of the national agricultural policy,the agricultural energy efficiency of the whole country and the eastern and central regions mostly showed an upward trend before2004,but decreased to varying degrees after 2004.Secondly,the DAG and SVAR models are constructed to measure environmental regulation,and the unit root and cointegration tests are carried out.Based on certain economic theories,the DAG diagram is improved,and the SVAR model is established.Through model estimation and variance decomposition,the long-term and short-term relationship among the three variables is proved: Environmental regulation has a gradually increasing impact on technological innovation,and agricultural energy efficiency is affected not only by itself,but also by environmental regulation and technological innovation,and its contribution rate is low in the short term,but gradually increases in the long term.Based on the above conclusions,this paper also puts forward the following suggestions: firstly,the intensity of environmental regulation should be further improved.As its impact is gradually deepening in the long term,the government needs to provide continuous financial and policy support to the agricultural industry;In addition,technological progress is an important factor in the impact of agricultural energy efficiency with a large contribution rate.We should give full play to the role of agricultural technological progress in the use of agricultural production energy,and promote the use of energy-saving and emission reduction technologies in agriculture.Finally,as for the problem of large regional differences in agricultural energy efficiency,it is suggested to improve it differently and in a targeted manner.For the eastern region with high efficiency,agricultural innovation should be continued,modern agriculture should be developed,agricultural industrial structure should be further optimized,and pairing assistance should be given to the regions with low efficiency.For the central and western regions with low efficiency,it is more necessary to optimize and combine agricultural production factors with the help of conditions such as agricultural supply-side reform,so as to improve agricultural energy efficiency.
