The process of rapid economic development in China is accompanied by a large amount of energy consumption.However,at present,the world’s energy is obviously deficient and our country’s dependence on energy is increasing day by day.In the future,China’s economic development will obviously be constrained by energy and the environment.In the future,if China’s economy is to maintain high-speed sustainable and stable growth,it will inevitably need to reduce the intensity of energy consumption and increase the efficiency of energy use.With the expansion of China’s foreign capital introduction and continuous improvement of quality and continuous improvement of technological innovation,energy and environmental efficiency have also improved.Does this mean that FDI and technological innovation can effectively improve China’s energy and environmental efficiency? The purpose of this article is to examine the impact of FDI and technological innovation on energy and environmental efficiency,and to examine the ways in which FDI and technological innovation affect energy and environmental efficiency,and to provide a reference for China to formulate reasonable foreign investment policies,promote technological innovation,and improve energy and environmental efficiency.The paper theoretically analyzes the impact mechanism of China’s FDI and technological innovation on energy and environmental efficiency.It systematically analyzes the status quo of China’s FDI and technological innovation,and uses a super-efficient DEA-SBM model that includes undesired outputs to measure the provinces in China.Energy and environmental efficiency values and their regional differences have compared the changes in the relationship between the three.Neighboring matrix,geographical distance matrix and economic distance matrix were set up.The spatial Dubin model was built based on the panel data of 30 provinces from 2002 to 2014 in China,and the impact of FDI,technological innovation,FDI and technological innovation on energy and environmental efficiency were respectively From the perspective of empirical analysis of the impact of FDI and technological innovation on energy and environmental efficiency,regional comparisons were made between the eastern and central western regions of China,and the robustness of this model was analyzed based on three spatial weight matrixes.The research results show that the energy environment efficiency itself has a "space overflow" effect;the improvement of the level of technological innovation will lead to an increase in the energy environment efficiency,and this phenomenon has a spatial spillover effect;foreign direct investment has a negative impact on energy and environmental efficiency,and This effect is significant in the central and western regions but not significant in the eastern region;the improvement of technological innovation can help foreign direct investment to play a role in promoting energy and environmental efficiency.Based on the above analysis,the paper formulates different regional energy policies based on regional differences;accelerates innovation-driven development strategies and raises the level of technological innovation in allregions;raises the quality of foreign investment introduction and accelerates foreign investment in three areas.This paper measures the energy environmental efficiency values that can comprehensively and practically reflect China’s energy efficiency,and incorporates the three spatial correlations into the model’s considerations.Through theoretical analysis and empirical tests,the mechanisms that affect energy efficiency in FDI and technological innovation are measured.And the way of action is discussed accordingly,and how to rationalize the allocation of FDI and improve the level of technological innovation in a reasonable way in order to increase the efficiency of China’s energy environment,which is of great significance and value for promoting the sustainable development of China’s energy use.
