Since the reform and opening up,China’s economy has achieved world-renowned achievements,but the resulting environmental pollution problems cannot be ignored.The extensive development model has led to the excessive consumption of natural resources and the continuous deterioration of the ecological environment,which has seriously affected the sustainable development of the economy and society.And people’s daily lives.Since the 18 th National Congress of the Party,the Party Central Committee has attached great importance to the construction of ecological civilization and environmental protection,and has issued a series of environmental protection policies.The 19 th National Congress of the Communist Party of China further proposed that the implementation of the strictest ecological and environmental protection system,the formation of green development and lifestyle,and technological innovation have also become the only way to build an ecological civilization,so companies have launched green and high-quality technological innovations to transform production Way to achieve green and healthy development.Regarding environmental regulation policies,studies have shown that strict environmental regulations will inevitably squeeze out productive investment of enterprises,reduce the investment of enterprise R & D funds,and also increase the operating costs of enterprises,thereby weakening the market competitiveness of enterprises,but some studies have shown that Environmental regulation can enhance the innovation ability of enterprises,and then improve the production efficiency of enterprises.The "innovation compensation" effect brought to enterprises will make up for the cost of environmental regulation and enable them to gain a greater competitive advantage.However,due to the vast territory of our country,the economic development and industrial structure between regions are different,and the effects of environmental regulations on industries in various regions are different.This paper first uses the provincial panel data of Chinese industrial enterprises from 2007 to 2016 to establish a threshold model,using enterprise size and environmental regulation intensity as threshold variables to study the impact of environmental regulation intensity and enterprise scale on the quality of technological innovation.Further,this paper uses 2007-2017 Chinese industrial provincial panel data to build a dynamic panel model system GMM and a dynamic panel threshold model to verify the direct regulatory,economic incentive,and public participation regulatory tools for green technology innovation in various regions of China.Influence effect and threshold effect.Research indicates:First,when the scale of enterprises is used as the threshold variable,there is a single threshold effect between the intensity of environmental regulation in the eastern,central and western regions on the quality of technological innovation.The development of innovation quality is not significant in the central and western regions.When the threshold is crossed,the development of technological innovation quality can be effectively promoted,and the promotion effect in the eastern region is enhanced.Second,when the intensity of environmental regulation is used as a threshold variable,there is a single threshold effect between the intensity of environmental regulation in eastern,central and western regions on the quality of technological innovation.When the intensity of environmental regulation is lower than the corresponding threshold,the intensity of environmental regulation in eastern regions Innovation quality has a significant positive promotion effect,while the central and western regions have no significant effect.After reaching the threshold,each region has a significant effect on promoting technological innovation quality,but the promotion effect in the eastern region is slightly weakened;the size of the enterprise will indirectly affect environmental regulations The effect of strength on the quality of technological innovation.Third,for different regions,the effects of various types of environmental regulatory tools on corporate green technology innovation are quite different.For the eastern region,economic incentive environmental regulation tools have a significant first-order lag effect and double threshold effect on corporate green technology innovation.Directly regulated environmental regulation tools have no significant impact on corporate green technology innovation.During the period,public participation environmental regulation tools have a significant inhibitory effect on green technology innovation;for the central region,direct regulatory environmental regulation tools have significant first-order lag effects and single threshold effects on enterprise green technology innovation,and economic incentives The environmental regulation tools of public participation and public participation have no significant impact on corporate green technology innovation;for the western region,direct regulatory environmental regulation tools have significant first-order lag and double threshold effects on corporate green technology innovation,and economic incentive And public participation tools have no significant impact on green technology innovation.
