After China entered a new era,it has made outstanding achievements in the fields of economy,science and technology,culture and other fields,and the construction of ecological civilization has been highly valued by the Party Central Committee,and promoting sustainable energy development is the endogenous driving force for the construction of ecological civilization.However,at this stage,the contradiction between the rapid growth of China’s national economy and the carrying capacity of resources and the environment is prominent,the energy consumption is increasing,environmental pollution and waste of resources often occur,so the Chinese government has issued a series of policies to deal with environmental pollution control.Establishing a scientific and reasonable environmental incentive mechanism and improving the level of technological innovation are effective breakthroughs for the government to achieve energy development.In the past two years,"energy consumption" was once a hot issue in research,and unit energy consumption is the main indicator reflecting the level of energy consumption and energy conservation and consumption reduction.In terms of energy consumption intensity research,many scholars have done a lot of relevant research,but most of them study the overall energy consumption of the whole region as the research object,and there is less research on the relationship between energy intensity and environmental regulation and technological innovation in industry and various industrial sectors.Therefore,on the basis of the relevant energy consumption research,this paper attempts to study the industrial energy consumption intensity of various provinces and cities in the country from the perspective of the overall industry,and clarifies the decoupling state and dynamic correlation between environmental regulation,technological innovation and industrial energy consumption intensity,which is of great significance for achieving win-win industrial intensive development and environmental protection.Based on this,this paper first sorts out the relevant literature on environmental regulation,technological innovation and industrial energy consumption intensity,clarifies the relevant concepts and theoretical basis,and then uses the Tapio elastic coefficient method to calculate the decoupling index between China’s industrial energy consumption intensity and environmental regulation and technological innovation from 2006 to 2019,analyzes the decoupling state between industrial energy intensity and environmental regulation and technological innovation,and studies the dynamic relationship between environmental regulation,technological innovation and industrial energy consumption intensity by constructing a PVAR model.The research results show that:(1)The evolution trend of "shock fluctuation" to "decoupling continuity" between industrial energy intensity and environmental regulation and technological innovation shows that China’s industrialization has experienced the stage of pollution first and then treatment,but finally achieved the dual goals of economic development and industrial energy intensity reduction;(2)There is a two-way Grager causal relationship between industrial energy intensity and environmental regulation and technological innovation In the GMM estimation and impulse response test,it is shown that environmental regulation has a promoting effect on industrial energy consumption intensity in the short term,but due to the lag of environmental regulation,it has a suppressive effect on industrial energy intensity in the long run and tends to converge,while technological innovation shows a significant inhibitory effect on industrial energy consumption intensity,and its time lag will have an impact on negative effect;(3)The results of variance decomposition show that environmental regulations and technological innovation can effectively predict the change of industrial energy consumption intensity,and the contribution rate gradually increases.Finally,according to the research conclusions of this paper,policy suggestions are put forward from the aspects of environmental regulation,technological innovation and energy:the government should combine the development characteristics of the industrial industry,improve the environmental regulation policy,and improve the long-term regulatory effect;industrial enterprises need to enhance the awareness of independent innovation,increase investment in technology research and development,and attach importance to research and development results;by promoting the energy market mechanism and strengthening innovation investment,and cooperate with industrial regulatory measures to promote the reduction of industrial energy consumption intensity.
