In today’s society,science and technology is the primary factor in promoting the development of agricultural production.In order to better solve the problems of "agriculture,rural areas and farmers" and promote the transformation of agricultural production mode,agricultural technology innovation has played an indispensable role in it.At present,China’s economy has entered a new stage of development,agricultural economic growth has slowed down,and before relying on factors to promote economic growth of agricultural development model while making great achievements also pay heavy environmental cost,pesticide,fertilizers and plastic film brought serious soil and water pollution,so the agricultural ecological environment pressure and challenges can not be reckoned with.Obviously,in this environment,the traditional agricultural technology innovation that pursues a single economic benefit must consider environmental pollution factors,which also encourages China to enter a new stage of development that relies on environmental-friendly agricultural technology innovation to promote agricultural economic growth.In addition,scientific and technological innovation is the driving force of agricultural sustainable development,although the allocation of agricultural research resources is the government,but the government in agricultural research funds and research talents far from the average level of developed countries,such as the US,Japan,etc.,and the new growth theory shows that the main way to achieve technological innovation is FDI,it can make up for the shortage of domestic financing shortage,but also break the bottleneck in technology development bottleneck,bring advanced resources and technology,to promote a country’s scientific research activities.When FDI and domestic resources jointly promote technological innovation,agricultural technological innovation will promote the transformation of agricultural development from extensive to intensive,quantity to quality,resource consumption to technology-driven.Therefore,it is of important practical significance to incorporate environmental regulation and FDI into the unified framework to study its influence on agricultural technology innovation.Firstly,this paper introduces the research on environmental regulation on agricultural technology innovation,FDI on agricultural technology innovation and the indirect influence of environmental regulation on agricultural technology innovation.Secondly,this paper analyzes the development of environmental regulation,utilization of agricultural FDI and output of agricultural technology innovation,and preliminarily predicts the relationship between the three.Then,this paper analyzes the mechanism of how environmental regulation on agricultural technology innovation and how environmental regulation on agricultural technology innovation through FDI,including the direct influence effect of environmental regulation on agricultural technology innovation is "compensation effect" and "offset effect",and the indirect influence effect of environmental regulation on agricultural technology innovation,namely "pollution halo effect" and "pollution shelter effect" on agricultural technology innovation.Then,the empirical analysis part,through variable stability test,benchmark regression analysis,intermediary effect analysis and robustness test,from the national level and east,central and western level can promote the agricultural technology innovation,agricultural technology innovation by influence FDI,empirical results show:(1)environmental regulation at the national level has a weak negative effect on agricultural technology innovation,environmental regulation intensity every1%,agricultural technology innovation drops not more than 0.1%.It reflects that the direct effect of China’s environmental regulation on agricultural technology innovation at the national level is still in the stage of "innovation offset" effect,that is,the "compensation effect" is less than the "offset effect".A variety of measurement methods verify the robustness of this conclusion.(2)Environmental regulation Through removing the FDI of the low clean technology level,the foreign capital with the higher clean technology level in line with the environmental regulation policies is selected,so as to play a role in promoting the agricultural technology innovation.The intermediary effect inspection meets the above description,and the proportion of the national intermediary effect is 81.36%.(3)The per capita education life,financial development level and total power of agricultural machinery significantly promote the promotion of agricultural technology innovation,possibly due to the cultivation of human capital and comprehensive quality providing research and development personnel reserve for agricultural technology innovation;the development of agricultural mechanization of total power of agricultural machinery will provide production materials and material foundation for agricultural technology innovation;the financial development level can relax the financing constraints of agricultural enterprises to some extent.(4)The FDI intermediary effect of agricultural technology innovation in the eastern and western regions exists significantly,but the central region is not significant,accounting for the total effect of 93.68% and 86.29% respectively,and the FDI in promoting agricultural technology innovation is greater than that of the western region,and the "innovation compensation effect" of FDI in the eastern region is more obvious.Finally,according to the empirical test results,this paper puts forward the corresponding policy suggestions from the four aspects of reasonable formulation and implementation of environmental regulation policies,continuing to promote the steady progress of agricultural opening up,carefully cultivating agricultural human capital and improving the agricultural innovation environment.
