Domestic waste classification is an important symbol to measure the good governance of cities,and it is also an effective means to solve the phenomenon of "garbage besieged city" in cities in China,which is of great significance to realize the recycling,harmlessness and reduction of garbage.At present,the practice of domestic waste classification in China is mainly concentrated in some first-tier cities,and local governments are still exploring how to effectively promote the implementation of domestic waste classification.From the practice of domestic waste classification in Xi ’an,we found that although all the cities under the jurisdiction of Xi ’an promoted domestic waste classification under the requirements of Xi ’an’s unified garbage classification policy,there were great differences in the performance of domestic waste classification among different cities,and the existing research mainly focused on the macro-policy or the micro-personal behavior of residents,which could not fully explain the differences in the performance of domestic waste classification among different cities.taking 14 major districts and counties in Xi ’an as the research object,and tries to explore the conditional configuration scheme for improving domestic waste classification performance in different cities or regions.In this study,firstly,necessity analysis(NCA)was used to study the necessary influence and bottleneck level of a single condition on the performance of domestic waste classification in Xi ’an,and then from the perspective of configuration,fuzzy set qualitative comparative analysis(fs QCA)was used to obtain the conditional configuration to realize the high classification performance and non-high classification performance of domestic waste in Xi ’an,and the actual case was discussed in detail.At the same time,the enlightenment of such conditional paths to local governments in similar situations was considered.It is found that,on the whole,organizational resources,financial resources and technical resources cannot be regarded as the necessary conditions for the performance of domestic waste classification in Xi ’an alone,indicating that a single condition does not constitute the necessary conditions for the high performance of domestic waste classification in Xi ’an.Among the three resources,technical resources have the highest bottleneck restriction level on the performance of domestic waste classification in Xi ’an compared with financial resources and organizational resources.In terms of configuration,there are five conditional configurations for high classification performance and non-high classification performance of domestic waste in Xi ’an,which can be summarized into three path modes respectively.The path model of high domestic waste classification performance can be summarized as "technology-organization-driven","technology-economy-driven" and "comprehensive-driven" explained by organization,financial resources and technical resources.The path model of non-high domestic waste classification performance can be summarized as "condition-deficient","technology-deficient" and "financial-technical double constraint" Accordingly,this study proposes path suggestions for improving the performance of household waste classification from four aspects: optimizing the overall coordination of various resources,and improving the coverage of supporting infrastructure related to waste classification.
