Research On The Problems Of Government Performance In Z Municipal Household Waste Classification Management And Its Countermeasures

Garbage classification belongs to the livelihood project of urban fine management.It is an important project to address the shortcomings of environmental protection and also a key project to test the performance of government duties.It is the responsibility of government departments to carry out garbage classification and management,improve the quality of the living environment,and supervise and manage them.We should fully mobilize the enthusiasm of enterprises to participate and the subjective initiative of the masses so that garbage classification can truly take effect.Therefore,this paper mainly focuses on Z City as the research object,using literature review,interview survey,questionnaire survey,comparative analysis,and case analysis methods.Based on the new public service,externality theory,and circular economy theory,and from the public management perspective,the paper systematically analyzes the problems in the performance of government functions in Z City: first,the government’s planning of the classification collection,transportation,and disposal system is not perfect;second,the overall promotion of government work is not balanced;third,the government’s publicity effect is not obvious;fourth,the government’s unilateral promotion force is weak.The reasons behind these problems are summarized as follows: first,the legal and regulatory system of garbage classification is not perfect;second,the government has insufficient financial support for garbage classification;third,the publicity and education efforts of government departments are inadequate;fourth,the supervision and assessment mechanism is not sound.Based on the existing problems and reasons,the paper draws on the experience of domestic and foreign garbage classification and proposes the following countermeasures: first,strengthen the leading role of the government,enhance source management,grasp the intermediate links of the classification,and improve the terminal disposal capacity;second,strengthen the government’s guarantee role,increase funding investment,and consolidate the strong force;third,strengthen the government’s role in publicity,adhere to the guidance of party building,strengthen publicity efforts,conduct diversified training,and enhance the training of professionals;fourth,strengthen the government’s oversight role,improve the assessment and evaluation mechanism,and open up channels for public oversight.The paper aims to provide valuable reference suggestions for the government’s decision-making in the garbage classification management of Z City.
