Study On Classification And Treatment Of Domestic Waste In Dalian

With the increasing level of the national economy,the daily garbage disposal of urban and rural residents is increasing day by day,and the phenomenon of "garbage siege" will become more and more serious,which will bring unprecedented pressure to the overall carrying capacity of environmental protection.General Secretary Xi Jinping pointed out in the report of the 19 th National Congress of the Communist Party of China that "we must strive to explore a new path for high-quality and healthy economic development with ecological engineering construction priority and green as the guide",and put the construction of socialist ecological civilization at the top of the list.This further reflects the sustainable social and economic development idea of harmonious development and friendly coexistence between man and the natural environment.On May 1,2019,Dalian City issued the "Administrative Measures for Domestic Waste Classification in Dalian City"（Government Order No.158）,which regulates the classification and disposal of domestic waste through government regulations.Therefore,this study will focus on investigating the basic situation of domestic waste management in Dalian after the implementation of the "Dalian Domestic Waste Classification Management Measures",and based on the innovative direction of Dalian’s domestic waste management reform,further analyze the management of domestic waste disposal and management.The status quo,the problems faced and the causes of the problems,and specific feasible measures to solve them are put forward,and a comprehensive investigation,summary and analysis of the current basic situation and work progress of domestic waste management in Dalian are carried out.Based on the multi-center governance theory,this paper studies the current situation of domestic waste classification and management in Dalian through in-depth interviews,regular fixed-point surveys,etc.Insufficient publicity and education,insufficient investment in facilities and supporting funds,inefficient use of funds,insufficient capacity for coordinated management of domestic waste classification,and imperfect domestic waste classification and management systems and regulations.,put forward countermeasures and suggestions to strengthen the classification and management of domestic waste in Dalian,including strengthening publicity and education to enhance citizens’ awareness of domestic waste classification,speeding up the construction of domestic waste classification and disposal infrastructure,promoting the coordination of multiple subjects of domestic waste classification and management,and improving domestic waste management.regulations.It is hoped that the effective implementation of the above-mentioned measures will play a positive role in the healthy development of domestic waste management in Dalian.
