Research On Rural Domestic Waste Treatment From The Perspective Of Gerry Stoke Governance Theory

Since rural environmental governance,there is an upsurge of waste treatment in various places,It has also achieved substantial results,but there is still room for improvement.Based on the current situation of rural waste treatment in B Town,L City,and from the perspective of Gerry Stoke treatment theory,this paper analyzes the shortcomings of rural waste treatment in B Town,and puts forward corresponding suggestions.Based on the literature review,this paper defines the concepts of rural garbage and rural domestic garbage,and further expounds the connotation of Gerry Stoke governance theory.Through the methods of questionnaire survey,Interview method,this paper investigates the basic characteristics of garbage in rural areas of B Town,villagers’ garbage disposal methods,villagers’ attention to garbage treatment,villagers’ satisfaction with garbage treatment,and the feasibility of future measures for villagers’ garbage treatment.The survey found that although the rural areas of town B have achieved certain results in waste management,there are still some problems,such as: the main body of rural waste management in town B is relatively single,the supervision of waste management process is weak,the infrastructure and cleaning equipment of rural waste management are relatively insufficient,the villagers’ autonomous ability is weak,and the traditional way of rural waste management is traditional.Therefore,this paper comprehensively compares and analyzes the similarities and differences of Jinghua,Zhejiang(Jinhua township),Changyi,Shandong(Yin ma town),Dan ling,Sichuan(Dan ling town),Hengxian,Guangxi(Xiaoyi town)and other waste management modes in the aspects of governance process,fund source,organization and management,and concludes that rural waste management should pay attention to multi-party participation and mutual coordination of governance subjects,clear responsibility attribution,villagers’ participation and exploration of waste management The Enlightenment of reduction and resource technology.In order to further control the rural garbage problem in town B,the following suggestions are put forward on the basis of the above enlightenment:advocate the diversification and collaboration of rural garbage management participants,enhance the participation consciousness of social public welfare organizations,market participants and villagers;clarify the rights and responsibilities of rural garbage management participants in town B,make reasonable planning and optimize the assessment methods;broaden the sources of garbage management funds and optimize the evaluation methods In order to improve the use of funds,we should explore the mode of "financial minimum guarantee + farmers’ appropriate payment";advocate the villagers’ autonomy of rural garbage,promote the formation of the rural garbage self-management network in town B;explore new means and technologies to manage rural garbage,optimize the combination of policy tools,and explore the ways of rural garbage reduction and resource utilization.
