Study On The Treatment Of Rural Domestic Waste In Jian’an District Of Xuchang City

The strategy for rural revitalization clearly proposes that ecological livability is the guarantee for improving the quality of rural development,and the treatment of rural domestic waste is an important link in creating an ecological livable countryside.Both the "Fourteenth Five Year Plan" and the "2035" long-term goals emphasize the need to promote rural domestic waste treatment in accordance with local conditions,and steadily promote rural reform and development.With the economic development and improvement of living standards in China,more and more types and quantities of garbage have been generated in rural areas.However,the state of littering and "dirty and poor" domestic garbage in villages has become incompatible with people’s requirements for beautiful and livable villages,and has become a stumbling block in the implementation of the rural revitalization strategy.Promoting the treatment of rural household garbage and improving the appearance of villages is an indispensable step towards achieving rural revitalization,as well as a necessary step towards building a beautiful countryside.In order to improve the rural living environment,Jian’an District of Xuchang City has taken various measures to enhance the happiness and sense of gain of the people in its jurisdiction,such as strengthening the organizational support for domestic waste treatment,implementing comprehensive environmental remediation plans,innovating the daily management of domestic waste,transforming the operation mode of rural domestic waste,and introducing market-oriented entities to outsource garbage collection and transportation.Although certain achievements have been achieved,there are also obvious traces of top-down sports governance Problems such as insufficient government led waste classification,insufficient participation of domestic waste treatment entities,insufficient motivation of environmental sanitation enterprises,lack of autonomy of village committees,and low level of public participation.This article takes Jian’an District of Xuchang City as the research object,and selects 15 villages from five townships for research based on the size of the village,the number of villages,the distance from the town government,and the collective economic income of the village.The comprehensive methods include questionnaire survey,semi structured interview Empirical research method Three research methods identify the problems exposed in the treatment of rural domestic waste in Jian’an District,Xuchang City,and analyze the reasons behind them.Mainly from the perspective of multi center governance theory,countermeasures and suggestions are proposed from four perspectives: government,environmental sanitation enterprises,farmers’ autonomous organizations,and farmers.First,give full play to the participation role of farmers and mobilize the enthusiasm of the public to participate;Second,give full play to the guiding role of grassroots governments and improve the governance mechanism according to local conditions;Third,cultivate rural public space and highlight the role of social capital;Fourth,provide a favorable market environment and promote multi agency cooperative governance;Fifth,give full play to the autonomous role of village committees.The article concludes with a summary and outlook for this article.It is hoped that the research in this article can play a positive role in promoting the rural domestic waste treatment and even the grassroots governance system in Jian’an District,Xuchang City,and provide useful reference and reference for other grassroots township governments to improve their grassroots governance capabilities.
