Study On Rural Domestic Sewage Treatment In L District Under The Background Of Rural Revitalization Strategy

With the continuous improvement of the level of urbanization in our country and the acceleration of the pace of new rural construction,the rural economy has developed greatly,and the rural residents have achieved a qualitative leap in life.The environmental problems caused by this have become a major obstacle to the healthy development of the rural economy.The report of the 19 th National Congress of the Communist Party of China proposes to implement the strategy of rural revitalization in an all-round way.On the one hand,the focus is to solve the environmental problems brought about by economic development,and to promote the comprehensive improvement of rural human settlements.At the end of 2018,the annual discharge of rural domestic sewage in China reached 8.351 billion to 12.526 billion cubic meters,but only 17.5% of the administrative villages have the capacity for centralized treatment of rural domestic sewage.Therefore,doing a good job in rural sewage treatment is of great significance and function to build a beautiful countryside,promote the construction of ecological civilization,and build a well-off society in an all-round way.In 2013,the L district government issued the document "Opinions on Further Doing a Good Job in Rural Domestic Sewage Treatment" and started to carry out rural domestic sewage treatment work.So far,some results have been achieved,but there is still room for improvement.On the basis of Gerry Stoke’s governance theory,the article adopts literature research method,questionnaire survey method and in-depth interview method,from the six aspects of policy,construction of domestic sewage treatment facilities,sewage treatment model,funds,participants,and publicity.The status quo of rural domestic sewage treatment in L area is analyzed,and it is concluded that there are problems in the treatment of domestic sewage,such as low efficiency of sewage treatment,inadequate operation and maintenance management,insufficient participation of social forces,and traditional sewage treatment model.On this basis,the reasons for the problems in rural sewage treatment in L area are analyzed,that is,the government’s main role is not in place,the main boundaries and responsibilities of rural sewage treatment are not clear,the rural sewage treatment has not formed an autonomous network and rural sewagetreatment Lack of new technologies and methods in governance.Finally,according to the actual situation of the L area,four countermeasures are proposed,including effectively exerting the role of the government,clarifying the boundaries and responsibilities of the governing body,establishing an autonomous autonomous network for rural sewage treatment,and innovating technologies and models for rural sewage treatment.
