Research On The Problems And Countermeasures Of Rural Domestic Waste Management In S County,Jinan City From The Perspective Of Collaborative Governance

With the poverty alleviation and the implementation of the rural revitalization strategy,the development of the rural economy and the living standards of farmers have also been continuously improved,the rural infrastructure and environment have been relatively improved,and the new type of rural areas have developed to a comfortable and sanitary type.Rural beauty is also a necessary condition for Chinese beauty.In accordance with the 14th Five Year Plan adopted at the Fifth Plenary Session of the 19th CPC Central Committee,the Vision of 2035,the government work report in 2023,and the No.1 central document of the Central Committee in 2023,it is emphasized that sewage and garbage treatment should be promoted according to local conditions,and rural reform and development should be solidly and steadily promoted.With the improvement of China’s economic development level,people’s quality of life and consumption concepts have been continuously improved,and more and more types and quantities of garbage have been produced in the countryside.However,the state of littering and "dirty and poor" of domestic garbage in the village has become incompatible with people’s requirements for beautiful and livable villages,and has become a stumbling block in the implementation of the rural revitalization strategy.Carrying out rural domestic waste treatment is the key measure to improve the appearance of the village,the basic requirement to achieve rural revitalization,and the due meaning of building a beautiful village.In order to improve the living environment in rural areas,S County of Jinan City has taken various measures to enhance the happiness and sense of achievement of rural residents,such as strengthening the organizational guarantee of household waste management,strengthening the construction of supporting infrastructure,coordinating the rural household waste management model,and starting the creation of waste classification demonstration villages.Although certain results have been achieved,there are still shortcomings in the leading role of government departments and the autonomous role of village committees The problem of lack of motivation among third-party market entities in environmental sanitation and insufficient enthusiasm of villagers to participate in governance.This article focuses on 11 townships in S County,Jinan City,and uses three research methods:questionnaire survey,semi-structured interview,and empirical research to identify the problems exposed in rural household waste management in S County and analyze the underlying reasons.They are the inadequate government guarantee mechanism,insufficient autonomy of village committees,insufficient role of environmental sanitation enterprises as the main body,weak sense of environmental responsibility among villagers,and insufficient coordination among various governance entities.Under the guidance of collaborative governance theory,countermeasures and suggestions are proposed from five aspects:the government’s leading role,the autonomous role of village committees;the awareness of environmental sanitation enterprises as the main body,the role of villagers as the main body,and the establishment and improvement of long-term work mechanisms.Firstly,fully leverage the government’s leading role in rural household waste management work;Secondly,fully leverage the autonomous role of village committees;Thirdly,enhance the main body awareness of enterprises in rural household waste management;Fourthly,fully leverage the participation of villagers;Fifth,establish and improve a long-term mechanism for rural household waste management work.
