Study On Third-party Operation And Maintenance Management Of Rural Domestic Sewage Treatment Facilities

At present,with the deepening of China’s agricultural and rural modernization,the social and economic development of the vast rural areas has been rapid,and local governments have also strengthened the investment in rural ecological environment improvement.Rural sewage treatment,which is most closely related to the life of rural residents,has become one of the important contents of rural ecological environment improvement due to the insufficient number and coverage of treatment facilities and inadequate operation and maintenance.In recent years,China has begun to vigorously implement the third-party governance model of rural environmental pollution.Relying on the professional operation of third-party enterprises,this model has achieved remarkable results.However,there are still some problems in the third-party governance of rural domestic sewage,and relevant theoretical research is needed.This dissertation mainly takes the current situation of third-party operation and maintenance management of rural domestic sewage treatment facilities in F County as an example.Firstly,the background and current situation of third-party operation and maintenance of F county’s rural domestic sewage treatment facilities are discussed.Secondly,the operating mechanism of the current third-party operation and maintenance mode,the relationship between the government,enterprises and villagers,and the positive and negative effects of third-party operation and maintenance are deeply analyzed.Thirdly,F county rural life sewage disposal facilities of the third-party operational problems are summed up,including various left-over facilities problems by history,Single source of funds,fuzzy effect evaluation and backward monitoring methods,insufficient operational parties and lack of coordinated management,difficult public access to governance and operation information.The causes of the problems are also analyzed,mainly including the restriction of traditional operation and maintenance management mode and concept,imperfect third-party operation and maintenance fund investment mechanism,insufficient support for third-party enterprises,lack of scientific and effective facility operational effect evaluation mechanism and intelligent operation and maintenance monitoring system,lack of third-party operation and maintenance multi-subject collaborative management concept,imperfect multi-subject mutual supervision mechanism,and weak sense of participation in social organizations and villagers.Finally,by combining the theory of collaborative management,the current third-party operation and maintenance mode is improved,and a third-party operation and maintenance mode based on the cooperation of multiple subjects is proposed,which is used to solve the dilemma faced by the third-party treatment of rural domestic sewage in F County.We propose some reference measures,including solutions to historical problems of rural domestic sewage treatment facilities based on "shortage tolerance transfer" and "gradual transfer",establishment of multi-subject cooperative management system for third-party operation and maintenance of rural domestic sewage treatment facilities,expansion of funding channels for the operation and maintenance of rural domestic sewage treatment facilities,the increase of support for third-party,establishment of scientific evaluation method and monitoring means for operation effect of rural domestic sewage treatment facilities.
