Since reform and opening up,China’s economy has developed rapidly,and people’s living conditions and living standards have been greatly improved.However,in the course of extensive economic development,the natural ecological environment has been seriously damaged,and the governance capacity is far behind the speed of destruction.Among them,the ecological problems of the river basin are becoming more and more prominent.Therefore,to strengthen the development and protection of water resource is the inevitable choice to solve the shortage of water resource and the serious water pollution in China.River basin ecological compensation is to coordinate the contradiction between economic development and ecological protection through economic means,internalize the external effects of the river basin ecology through transfer payment and other methods,and realize the effective management of water resources.Appropriate compensation policy and scientific and reasonable system design are inseparable from the continuous adjustment in the process of policy implementation,and the effect evaluation provides an important basis for policy optimization.As the largest tributary of the lower reaches of the Yellow River,Dawen River is also one of the earliest rivers in the Yellow River basin to implement ecological compensation.Its policy implementation effect and implementation experience have important reference significance for ecological compensation in the whole Yellow River basin in the future.Therefore,the evaluation of the implementation effect of the ecological compensation policy in the Dawen River Basin and the analysis of its influencing factors will play an important guiding role in the future ecological compensation work in the Yellow River Basin.Based on the public goods theory,externality theory,cognitive theory and comprehensive evaluation theory,and from the perspective of public perception,this paper evaluates the implementation effect of the river basin ecological compensation policy in the Dawen River and analyzes the influence factors.First of all,using the data of Shandong Statistical Yearbook from 2005 to 2017 and field research data,this paper analyzes the ecological and economic effects achieved by the implementation of the river basin ecological compensation policy in the Dawen River,and points out the existing problems in the implementation of the policy from the aspects of insufficient publicity,single compensation subject and monotonous compensation method.After that,the entropy-weight TOPSIS method is used to evaluate the implementation effect of the river basin ecological compensation policy in the Dawen River.It is found that the evaluation score of the internal effect of ecological compensation implementation in the Dawen River Basin is the highest,followed by the ecological effect and economic effect,and the average score of the social effect is the lowest.Each county(city,district)ranks differently in the itemized evaluation of the implementation of ecological compensation policy,and the relative closeness of the evaluation of the first ranked county(city,district)is 3-10 times that of the last ranked county(city,district).The ranking of comprehensive evaluation scores of the policy implementation effect of ecological compensation in each county(city,district)from high to low is Daiyue District,Dongping County,Feicheng City,Gangcheng District,Laiwu District,Ningyang County and Taishan District.Finally,on the basis of a comprehensive evaluation of the ecological compensation policy implementation effect,the obstacle model and multiple linear regression are used to analyze the main influencing factors for the evaluation of the implementation effect of river basin ecological compensation policy.The study finds that the ecological and economic effects of the river basin ecological compensation policy implementation are the main obstacle factors affecting policy evaluation.At the same time,there are regional differences in specific obstacle factors.The education level of residents,whether they are village cadres,and their understanding of the importance of ecological protection for relatively economic development have significant positive impacts on the evaluation of the implementation effect of ecological compensation policy in river basins.Based on the research conclusions,relevant policy recommendations are proposed to help establish a long-term mechanism for river basin ecological compensation and promote the smooth implementation of river basin ecological compensation in the future.
