Problems And Countermeasures Of Agricultural Environmental Law Enforcement And Supervision

Agricultural environment is an important part of ecological environment.Agricultural environmental protection is not only related to the production and development of the entire agricultural industry,but also related to the green and coordinated development of ecological environment.At present,China’s agricultural environment is facing a variety of pollution,strengthening the government’s agricultural environment law enforcement supervision is imperative.In this paper,it is in this context,in qingyuan city qing city as the research object,based on the theory of sustainable development of environment and environmental regulation theory,from the perspective of government agricultural environmental law enforcement supervision practice,through to the qing city agriculture environmental elements,the agricultural environment pollution,agriculture environment law enforcement supervision work situation and related data analysis,At the same time within the district on agricultural environment law enforcement personnel to carry out the questionnaire survey,using SPSS software for agricultural environmental law enforcement and regulatory factors,screening by factor analysis adjusting constructed by "team building" "mechanism","law enforcement guarantee" 14 "public participation" four modules specific factors influencing indicators established framework,This paper analyzes the existing problems and causes of agricultural law enforcement in Qingcheng District.The results showed that there were some problems in the law enforcement of agricultural environment in Qingcheng District,such as unclear responsibility of law enforcement and supervision subjects,weak law enforcement and supervision means,insufficient investment of law enforcement funds,low quality of law enforcement team,backward law enforcement equipment and law enforcement services.In view of the above problems,this paper makes a horizontal comparison between qingcheng District and other regions at home and abroad in the system model and methods of agricultural environmental law enforcement and supervision,and analyzes the feasibility and applicability of domestic and foreign practical experience in solving the difficulties of agricultural environmental protection law enforcement in Qingcheng District.Then,based on the actual situation,some suggestions were put forward to improve the supervision of agricultural environment law enforcement in Qingcheng District,such as improving the legal basis of agricultural environment law enforcement,strengthening the ability construction of agricultural environment law enforcement team,establishing the overall coordination mechanism,perfecting the financial guarantee mechanism,reasonably integrating law enforcement resources,and constructing the multi-social supervision mechanism.
