Research On The Function Of Grassroots Government In The Implementation Of Rural "Toilet Revolution"

Toilets are essential to people’s daily life facilities.A clean,sanitary environment is directly related to people’s quality of life and health.Since the founding of the People’s Republic of China,China has taken the "toilet revolution" as an important public health service project in the 21 st century.On several occasions,General Secretary Xi Jinping has conducted in-depth studies on the issues concerning agriculture,rural areas,and farmers,and on this basis has further deepened the "toilet revolution" and focused on improving the "weak spots" that restrict the quality of life of the people.Under the call of the CPC Central Committee and the State Council,East Uzbekistan Muqin Banner actively promoted the construction of sanitary toilets in farming and pastoral areas and gradually achieved good results.However,in the implementation process,there are also many problems.We should deeply analyze its causes,and take measures to better promote the "toilet revolution" development.First of all,the questionnaire and interview outline were developed and field research was conducted.Through the questionnaire survey,we collected 336 effective questionnaire survey data,and analysis and statistics.Through interviews with grassroots cadres and villagers,extract key information.Secondly,based on the survey data,this thesis analyzes the status quo of the grass-roots government’s function of duties in the implementation of the "Toilet Revolution" in rural areas of East Uzbekistan.Thirdly,the thesis sums up the problems and causes of the government’s duty function in the implementation of the "Toilet Revolution" in the rural areas of East Wuzhumuqin Banner.The specific problems are as follows: the backwardness of the main body’s understanding,the restriction of the technical environment,the lack of capital investment,and the lack of coordination in policy making.Through in-depth analysis of the problems,we found that there are four main reasons,including inadequate publicity and guidance,rural toilet supporting system,the sole source of funds,supervision and management mechanism is not sound.Finally,in view of the problems and reasons found,the following measures can be taken: First,by strengthening policy education and training and guidance,strengthen the service consciousness of village cadres,improve the health consciousness of the masses,set up a model role,and form a good social atmosphere;The second is to formulate guidelines based on local conditions,strengthen the technical support of toilet reconstruction,promote the research and development of new technologies,in order to solve the technical problems of rural toilet reconstruction;Third,to promote long-term horizontal cooperation,coordinate the resources of all departments,to encourage market forces to participate in rural toilet renovation;The fourth is to reform the way of government investment,expand investment channels,strengthen investment supervision and management,and alleviate the contradiction of insufficient funds for toilet reform;Fifth,organic integration and coordination of the implementation of the efforts,in the formulation and implementation of policies to concentrate the strength of all departments,the construction and maintenance of sanitary toilets for a comprehensive plan.
