The Grassroots Government Promotes Research On Environmental Protection Issues

In the 40 years of reform and opening up,China’s economy has developed rapidly and has become the second largest economy in the world.However,the extensive economic development model and the pollution and destruction caused to the environment have already made the ecological environment of our country not burdened,which has seriously affected the construction of a well-to-do society in all respects and hindered the sustainable development of the national economy.Since the 18 th National Congress of the CPC,the protection of ecological environment in China has changed historically and globally from recognition to practice.The central government has promulgated a series of environmental protection policies and measures.Environmental protection pressure is under pressure.How the grassroots government’s environmental protection work is done,whether it can fully implement the central environmental protection policy and complete environmental protection function determines whether the construction of ecological civilization can succeed.Based on the important role played by grass-roots governments in environmental protection work,this paper uses data collection and case analysis,trying to put forward countermeasures for strengthening grassroots governments to promote environmental protection work by analyzing their concepts,practice and effectiveness,the existing problems and the underlying reasons.This paper is divided into six chapters.The first chapter is the introduction.The main content contains the background and significance of the study,the research status of the government in the field of environmental protection at home and abroad.The thought and method of the paper,including research objectives,content,innovation and methods.The second chapter is about the theoretical explanation of the grassroots government to promote environmental protection.Through the definition of the concept of grassroots government to determine the main body of this study to carry out environmental protection work;By explaining the object and content of environmental protection,readers can clearly define the connotation and extension of environmental protection,and then clarify the responsibility of the grassroots government for environmental protection.Through the elaboration of the attributes of public goods,negative external attributes and the nature of government responsibility,providing a theoretical basis for grassroots governments to promote environmental protection.The third chapter is about the practice and achievements of the grassroots government in promoting environmental protection.Taking L District government as an example,this chapter summarizes the new practices of grassroots governments in promoting environmental protection in this area and has achieved certain results.The responsibility of the main body of environmental protection extends to the grass-roots level.The grassroots fuctional departments and cadres have become responsible persons for environmental protection.Environmental protection has become an important work content and assessment content of grassroots governments.Social participation in grassroots environmental protection work is increasing,and a new environmental governance system with broad participation of all sectors of society is being constructed.Use of judicial means to protect the environment is beginning to show results,environmental protection work of grassroots governments is progressing steadily under the general framework of governing the country according to law.The fourth chapter is about the main problems in the promotion of environmental protection by grassroots governments.In environmental protection work,grassroots governments mainly have problems such as inadequate initiative,frequent job crimes,negative public opinion,and poor law enforcement.The fifth chapter discusses the causes of the problems in the work of grassroots governments to promote environmental protection.The main reasons for the problems in the work of grassroots governments to promote environmental protection include ideological misunderstandings,high proportion of traditional industries,higher expected illegal income than cost,and lack of ability to work.The sixth chapter is about the countermeasures and suggestions to strengthen the grassroots governments to promote environmental protection.Through the preliminary analysis,it is concluded that the measures to improve the Environmental Protection work of grassroots governments are to promote local economic transformation and development according to local conditions,strengthen environmental protection law enforcement,improve the accountability system,pay attention to the use of judicial means,and guide the participation of social forces.The innovation of this paper is to lock the research object in the grassroots governments.The construction of ecological civilization is becoming more and more important,the task of economic and political reform is getting more and more onerous,increasing downward pressure on the economy.In this context,this paper attempts to provide constructive suggestions for grassroots governments to enhance their environmental protection capabilities.
