With the economic and social development of my country,the spending level of rural residents has gradually improved and the standard of living has been continuously improved.As an important factor affecting rural habitats,governments at all levels are promoting the construction of toilets to raise awareness of the rural"toilet revolution" and elevate rural habitats.Measures for this are also increasing.The overall picture of the development of the "toilet revolution" in rural China is that it is moving in the direction of smooth development,but it is also hampering its progress.The regional "toilet revolution" is inconsistent with regional development and development processes,lacking strong will,involuntary mechanical innovation,spending trouble,operational problems,and realization embarrassment.One of the significance reasons for these problems,the region is not functioning well and the government must take responsibility for it.In this article,we analyze why the government is pushing for a "toilet revolution" in the region overcoming field surveys and difficult situations,and suggesting improvements to address it."In this article,we will select Xinshao County as a study case.In this article,we will first explain the background of degree selection and the importance of study,and collect and analyze the study results of internal and foreign scholars at the same time.Next,the relevant concept is to define the "toilet revolution" of rural human settlement and government responsibility,and to select new public service theory,public goods theory,and responsible government theory as theories to support this work.In this article,we will introduce the basic situation of Xinshao County,the progress of the "toilet revolution",and the current state of government duties.Summarizing the current state of government responsibility for the "toilet revolution" in rural Xinshao County,it can be concluded that the Xinshao County government currently lacks responsibility for promoting the "toilet revolution."
