| "Agriculture,rural areas and farmers" work is the top priority of building a socialist modern country in an all-round way.During the "14th five year plan" period,the focus of "agriculture,rural areas and farmers" work has shifted to comprehensively promoting rural revitalization.We should solidly and steadily promote rural construction,take rural construction as an important basic work and comprehensive measure for rural revitalization,carry out the improvement of rural environment and promote the rural "toilet revolution".Although the toilet problem is small,it is a major livelihood event related to the vital interests of farmers.General Secretary Xi is very concerned about the toilet problem in rural areas.He has made important instructions on the toilet problem in rural areas for many times,emphasizing that every farmer should have access to clean and sanitary toilets,and implement the "toilet revolution",which can satisfy farmers and benefit the people.It can be seen that continuously promoting the "toilet revolution",implementing this livelihood project and realizing quality and benefits is not only an important part of rural revitalization,but also a major livelihood event related to the lives of farmers.It can not only effectively narrow the development gap between urban and rural areas,but also make up for the shortcomings of people’s livelihood and optimize the rural living environment.Therefore,the effective implementation of "toilet revolution" is of great significance to realize rural revitalization and promote rural construction.This article takes Y Township,Jiangxi Province as an example,and conducts research on the theme of "toilet revolution" in rural areas.Firstly,it introduces the research background,significance and methods of this paper,comments on the research at home and abroad,and explains the innovation and deficiency of this paper;Secondly,it explains the relevant concepts and theoretical basis,and uses the service-oriented government theory and the new public service theory to study;Thirdly,conduct field investigation and visit to Y Township,obtain data and materials through Y Township chronicles and the toilet reform information published by the online government,and carefully analyze the specific situation of Y Township and the results of the "toilet revolution";Then,in the form of questionnaires and interviews with rural villagers and government staff,we investigated and analyzed the rural "toilet revolution" in Y Township,introduced the basic situation of the respondents,and analyzed the basic situation and results of the respondents’ toilet reform;Then,on the basis of investigation and analysis,this paper explores the problems and reasons existing in promoting the "toilet revolution" in Y Township,and explains the deficiencies in the following aspects: first,the mutual prevarication between government departments,poor working coordination and poor progress in toilet reform;second,the insufficient publicity work in the early stage and weak interaction;third,the weak follow-up acceptance and supervision,easy to become a mere formality,low degree of information disclosure,and fourth,inadequate management and protection,Maintenance and fecal sewage treatment still need to be promoted.Fifth,the management and protection fund support is weak and the financial capital pressure is large.Finally,it puts forward targeted countermeasures and suggestions to promote the rural "toilet revolution" from various ways such as organizational structure,civilized consciousness,follow-up supervision and management and financial support.It is proposed to straighten out the relationship between the rights and responsibilities of the main body,effectively form the toilet civilization,strengthen the supervision of toilet reform,and realize good management and protection and multi-channel fund-raising,so as to effectively revitalize the countryside and improve the rural living environment. |
