Since the reform and opening up in 1978,the level of industrialization and urbanization has been continuously improving,the economy has been developing rapidly,and the total energy consumption has also been rising year by year.But long-term extensive development,makes our country energy utilization efficiency is too low,does not conform to the new era of high quality development strategy.Therefore,in the context of "carbon peak" and "carbon neutralization",it is the key issue of our country and society to enhance the ability of energy technology innovation,further improve energy efficiency,and solve the problems of the large difference in energy efficiency in various regions.To promote energy efficiency is the strategic goal of our sustainable development of energy.In this paper,technological innovation,energy efficiency and the influence of technological innovation on energy efficiency were firstly theoretically analyzed,and then carbon dioxide emissions as undesirable production participated in the evaluation of total factor energy efficiency.Through constructing SBM-Undesirable model,based on the data of 30 provinces,cities and autonomous regions during 2010-2020,Measure regional energy efficiency under the constraint of carbon emission.This paper innovatively divides technological innovation into three dimensions: innovation environment,innovation input and innovation market,and then comprehensively evaluates the impact of technological innovation on energy efficiency by using grey correlation analysis.The paper finds that: first,from the current situation of energy use efficiency,it can be seen that under the constraint of carbon emissions,most provinces in China have low energy use efficiency,showing obvious spatial geographical differences.The first and second echelons of provincial administrative regions are concentrated in the eastern region,while the third and fourth echelons of provincial administrative regions are mainly concentrated in the central,western and northeastern regions.The value of energy use efficiency showed a decreasing trend from east to northeast to central to west.Secondly,the influence of technological innovation on energy efficiency is very obvious.All indicators of technological innovation are highly correlated with total factor energy efficiency under carbon constraint.The comprehensive correlation degree of innovation input is the highest,reaching 0.884.Third,the carbon dioxide redundancy rate in most provinces is too high,with half of the 30 provincial-level administrative regions having a redundancy rate of more than 50 percent.Fourth,all provinces in the country are planting the soil for scientific and technological innovation.Science and technology expenditures,internal R&D expenditures,full-time equivalent of R&D personnel,and technology market transactions are growing steadily year by year.The momentum of the government and investment enterprises to accelerate the clean energy transition is translating into a real increase in capital expenditure on clean energy projects.
