| Energy and chemical industry is one of the pillar industries in Shaanxi Province. Shaanxi has advantages in resources of coal, petroleum, natural gas and other energy products, also has industrial advantages in coal mining, oil and gas mining, electricity production and supply. In the past 30 years of reform and opening up, Shaanxi economic and energy and chemical industry has undergone tremendous changes. Economic development also has brought serious environmental problems. Environment-friendly society is the theory on social development, formed in the process of the international community in seeking solutions to environmental problems. Environment-friendly industry is internationally recognized Zhaoyang industry, is the sustainable development of the green industry, is an important part of environment-friendly society. This article start with Status of the energy and chemical industry development in Shaanxi, clarified the importance of developping environment-friendly energy and chemical industry in Shaanxi. It is the need of building a harmonious society, environment-friendly society , is the need of Shaanxi economic development and environmental sustainable development, is the need of promoting rapid and healthy development of Shaanxi economic and energy chemical industry.This paper set out internal relations between the technical innovation and development of environment-friendly energy chemical industry in Shaanxi. Technological innovation is the key condition,an important way and an inevitable choice of developping environment-friendly energy and chemical industries in Shaanxi. Only by grasping the technological innovation,we can pave the way and to guide the energy and chemical industry in Shaanxi Province in the environment-friendly direction.By research on comprehensive definition of the environment-friendly energy and chemical industry and technology innovation research, the thesis comprehensively and systematically analyzes the technology innovation of environment-friendly energy and chemical industry. It is including the comprehensive analysis of the problem of technological innovation, technological innovation patterns and policy options. The thesis explores policy options to promote technological innovation of energy and chemical industry in Shaanxi in the environment-friendly direction. It is including innovation system policy, innovation environment policy, environmental tax policy, financial support policy, legal policy and so on. Through the improvement of technological innovation policy system, Technological innovation policy will play an important role in the development of environment-friendly energy and chemical industry.
