Evaluation Of Ecological Efficiency And Its Influencing Factors In Henan Province

Although China’s total resources are abundant,its per capita possession is very low and its resources are relatively insufficient.With the rapid growth of China’s economy for a long time,the shortage of resources and the deterioration of the ecological environment are becoming more and more serious.The contradiction between economic development with resources and environment is becoming more and more prominent.Improving ecological efficiency and improving China’s ecological environment are the inevitable requirement of sustainable development of China’s social and economic.As a large agricultural province,a large population province,and a new industrial province,Henan Province can only achieve sustained and rapid economic growth by focusing on the improvement of ecological efficiency,so as to meet the requirements of people’s high quality of life.This paper first describes the status quo of ecological economic development in Henan Province from two aspects of economic development and ecological environment.From 2008 to 2017,the level of economic development in Henan Province was increasing.As China’s economy entered a new normal,Henan Province also entered a period of economic transformation,industrial structure upgrading,new and old kinetic energy conversion,its economic growth slowed down.The level of economic development of different city in Henan Province is very different.From the perspective of growth rate,the late-developing cities are struggling to catch up,and the relative gap between regions is gradually narrowing.Although the proportion of the secondary industry has declined year by year,the industry is still the leading force for economic growth in Henan Province.Coal is the main source of energy in Henan Province.Unreasonable energy consumption structure and “extensive” production of traditional industries have caused serious damage to the ecological environment of Henan Province.In order to control pollution,Henan Province has invested a large amount of fiscal and environmental protection funds every year.From the perspective of pollution control,the total amount of industrial pollution is basically controlled.However,Henan Province has a thick pollution base,a poor soil pollution control system,so its ecological environment is still bad.Secondly,this paper use the super-efficient SBM-DEA model and DEA window analysis method to measure the ecological efficiency of 17 prefecture-level cities in Henan Province from 2008 to 2017,and analyze the calculation results through the overall and regional perspectives,and discover the overall change of the ecological efficiency of Henan Province.is highly volatile and at a low level,showing an upward trend in the past two years,but the ecological efficiency gap between regions is extremely large,and there is no convergence trend.Thirdly,the gray matrix similarity correlation model based on panel data is used to calculate the comprehensive gray correlation degree of the factors affecting the ecological efficiency of various cities in Henan Province from 2008 to 2017.The results show that the urbanization level,economic development level and industrial structure have a greater impact on the ecological efficiency of Henan Province,and human capital,government environmental protection investment,technology level and degree of openness have arelatively little impact on the ecological efficiency of Henan Province.Finally,based on the conclusions drawn from the empirical evidence and the status quo of Henan Province,some environmental policy recommendations should be put forward: cities and towns should firmly adhere to the concept of coordinated development,establish a cooperation mechanism that is conducive to improving resource utilization efficiency,promoting energy conservation and emission reduction,and optimizing the inter-regional cooperation of ecological environment,and promoting the flow of talents,resources,technology and other factors;increase the investment in higher education to cultivate talents in the province,and at the same time formulate talent introduction policies to attract talents from outside the province;vigorously introduce foreign investment,and at the same time strictly abide by the foreign investment access system and improve the efficiency of foreign capital utilization;increase investment in science and technology research and development and environmental protection while improving capital utilization efficiency;accelerate the transformation of economic development mode,optimize and adjust industrial upgrading,improve resource utilization efficiency,coordinate the development of the first,second and third industries,and reduce the proportion of the secondary industry.
