Operational Risk Management Of Water Environment Governance PPP Project

The demand for harmonious coexistence between humans and water ecology is becoming increasingly urgent,and water environment governance projects often adopt the PPP model of government enterprise cooperation.However,the cycle is long and often leads to operational interruption and delay due to "income exceeding expenses" and "responsibility disputes".However,previous research has rarely specifically analyzed operational risks.Therefore,it is particularly necessary to identify,analyze,evaluate,and regulate the operational risks of such projects.This article analyzes the characteristics of PPP types and concludes that water environment governance belongs to the public welfare medium to large key livelihood projects,which belong to the quasi public product and B0 T model;Based on dynamic management theories such as risk identification,analysis,evaluation,and regulation,firstly,summarize the occurrence rate of engineering accidents,default costs,and price increases during the project operation period,and establish an initial evaluation index system for operational risks;Collect opinions through questionnaires and deal with expert opinions by Delphi method method to establish an indicator system that ultimately includes management,resources and environment;Further elaborate on the concepts and calculation steps of AHP Analytic Hierarchy Process and Multi criteria Decision Extension Theory,construct an operational risk evaluation model,and derive operational risk strategies such as developing operational contingency plans and improving multilateral contract mechanisms;Taking the Pingyu County Water Environment Management PPP project as an example,construct its hierarchical indicator factor set and determine the indicator weight;Using a risk extension evaluation model to determine the risk level of each indicator,calculate the comprehensive correlation degree of each level,and evaluate the operational risk level of the project as a lower level.Based on the evaluation results,analyze the effectiveness,feasibility,and reference of operational risk strategies such as clearly dividing risk bearers for the Pingyu County Water Environment Governance PPP project.
