Research On Cross-departmental Cooperative Governance Of Water Environment From The Perspective Of Technical Governance Theory

Under the situation of rapid economic development for many years,my country’s ecological and environmental problems have become increasingly serious.Since the18 th National Congress of the Communist Party of China,how to effectively manage the ecological environment has received great attention.The report of the 19 th National Congress of the Communist Party of China clearly identified pollution prevention as one of the three tough battles,and environmental governance has become the focus of national attention.As an important part of environmental governance,water environment governance has great research value.Due to its integrity,cross-domain and complexity,water environment governance depends on the cooperative governance between different departments in the same administrative region and among various departments in different administrative regions.How to alleviate or break the chronic disease of departmentalism in water environment governance has always been a hot and difficult point of academic research.From the perspective of technical governance theory,the analysis of cross-departmental cooperative governance of water environment is highly consistent in terms of logical connection and external form.In view of this,starting from the core theoretical elements of technology governance theory—technological empowerment and technological empowerment,this paper constructs a corresponding theoretical analysis framework,trying to deeply explore the endogenous dilemma,main mechanisms and paths for improvement.Huanggai Lake is located on the south bank of the middle and lower reaches of the Yangtze River,at the junction of Yueyang City,Hunan Province and Xianning City,Hubei Province.A typical case of cross-departmental cooperative governance of water environment,and research on it is helpful to have a glimpse of the problem of interdepartmental cooperative governance of the entire water environment.Therefore,this paper takes Huanggai Lake as a specific case,and conducts a more in-depth analysis from the perspective of technical governance theory.The study found that,first of all,the inter-departmental cooperative governance of Huanggai Lake water environment has achieved initial results,but there are still corresponding problems,namely,the inter-departmental cooperative governance system of Huanggai Lake water environment is fragmented,and the rights and responsibilities in the inter-departmental cooperative governance of Huanggai Lake water environment.Insufficient efforts to reshape the organizational structure of the inter-departmental cooperative governance of the Huanggai Lake water environment,and the lack of intelligent means in the interdepartmental cooperative governance of the Huanggai Lake water environment,etc.Secondly,the main reasons for the problems in the inter-departmental cooperative governance of Huanggai Lake water environment are: First,the overall concept of institutional construction in the inter-departmental cooperative governance of Huanggai Lake water environment is lacking;The third is that the instrumental rationality is still dominant in the inter-departmental cooperative governance of the Huanggai Lake water environment;the fourth is that the support for intelligent construction in the inter-departmental cooperative governance of the Huanggai Lake water environment is weak.Finally,this paper proposes an improvement path for the water environment inter-departmental cooperative governance in a general sense: first,to integrate the water environment inter-departmental cooperative governance system;Reshape the organizational structure of cross-departmental cooperative governance of the water environment;the fourth is to strengthen the intelligent construction of crossdepartmental cooperative governance of the water environment.
