Research On The Risk Management Of PPP Projects For Water Environment Governance

With the rapid development of China’s economy and society,the problems of disorderly discharge of industrial and domestic sewage have become increasingly prominent,causing great damage to the water environment of the basin and also seriously affecting the lives of residents.In recent years,the state has attached great importance to environmental protection and has successively introduced relevant policies to promote water environment management.However,under the traditional water environment management methods,there are drawbacks such as large government investment pressure,insufficient technology and low management efficiency.On the other hand,under the new normal of domestic and international economic downturn,the state encourages the adoption of the PPP model and introduces social investors to participate in the implementation of municipal infrastructure.However,in view of PPP as a new model introduced by foreign countries in recent years,the domestic understanding of PPP mode is not comprehensive enough,especially for PPP project risk management research is still in the exploration stage,social investors lack effective solutions to common problems and risks.Control measures.Based on this,based on the PPP model and risk management theory,this paper studies the risk management problem of water environment management project under the PPP mode from the perspective of social investors from the actual case of water environment governance PPP project.By identifying the project risk factors,the analytic hierarchy process is used to construct the project risk assessment model,and the project risk factors are determined.Finally,the project risk response plan,safeguard measures and expected effects are proposed.The specific research contents are as follows: Firstly,the introduction introduces the background of the risk of PPP projects,the research status at home and abroad,and the research methods of this paper.The second chapter introduces the risk management theory of PPP projects.The third chapter DM water environment governance PPP project risk identification and assessment,the use of water environment governance PPP project actual case,from the perspective of social investors,introduce the project to promote implementation,identify the project risk causes,the application level for risk assessment.The fourth chapter is the DM water environment governance PPP project risk response plan and expected results,mainly to propose corresponding countermeasures for the risk factors combed in the previous paragraph,and finally evaluate the project implementation effect.In summary,this paper hopes to explore the more comprehensive water environment governance PPP project risk identification and assessment methods through actual case risk management analysis,propose a scientific risk response plan,provide reference and reference for investors in the intentional society,and hope to Enrich the existing water environment governance PPP project risk theory,and provide support and basis for risk management in this area.
